Civil Service Board Appointment - One (1) member

1.BACKGROUND/HISTORY
    
 

Issue Statement:    City Commission Board appointed member Roger Banks' term expires February 2017. Mr. Banks has attended and participated in all meetings and has his expressed his desire to continue to serve the city in this capacity.

 

Recommended Solution: City Commission to appoint a member to the Civil Service board for a two year term and to adopt the resolution. There are 4 additional applications provided for consideration. 

 

The Civil Service Board consists of five (5) members appointed or elected as follows: two (2) members shall be appointed by Resolution of the City Commission; two (2) members shall be elected by secret ballot of all regular fulltime classified service employees who are not covered by a collective bargaining agreement; and the fifth member shall be recommended by the City Manager and appointed with the approval of the Civil Service Board.

 

 

Sec. 2-91. The civil service board--Composition, qualifications, appointment, and term.

(a)   Composition.   The civil service board shall consist of five (5) members, appointed or elected as follows: 
(1)    Two (2) members shall be elected as provided hereinafter in section 2-91.1, by secret ballot of all regular full time classified service employees of the city, who are not covered by a collective bargaining agreement.
(2)    Two (2) members shall be appointed by resolution of the City Commission.
(3)    The fifth member shall be recommended by the city manager and appointed following the approval of the civil service board.
(4)   Effort should be made to reflect the diversity of the city's workforce in appointments to the civil service board.
(b)   Term of office.
  Each civil service board member shall serve a term of two (2) years commencing from the date of expiration of his or her predecessor's term.

2.CURRENT ACTIVITY
    
 

Board member Roger Banks' term expires February 2017.  Mr. Banks has attended and participated in all meetings and has indicated his interest to continue to serve on this board.  Along with his application are four additional applications provided for consideration.  The board meets the second Tuesday of the month at 6:30 pm.

 

Following the commission's appointment, staff  will  address the employee member elected positions now that additional interest to serve on this board has been received.  A request for members of the civil service to nominate individuals interested to serve on this board will be announced in order to hold an election to fill the two employee elected positions. The balance of the board member applications attached will be provided to the employees to assist with their nomination process. 

 

In addition, the City Manager intends to recommend Mr. Buchta's re-appointment which will go before the Civil Service Board at their March meeting for their consideration as provided by the code.
