SUBJECT: Annual update to the Capital Improvements Element (CIE) of the City’s 2007 Comprehensive Plan, FY17.
1.BACKGROUND/HISTORY
    
 

Issue Statement: The State Department of Economic Opportunity (DEO) requires the City to annually update the Capital Improvements Element (CIE) of the City's Comprehensive Plan.

Recommended Solution: Approve the 2017 annual update of the Capital Improvements Element (CIE), which has already been approved by the City Commission as the present five-year CIP plan of the FY 2017 adopted budget.

2.CURRENT ACTIVITY
    
 

The purpose of the Capital Improvement Element (CIE) is to document those Citywide Capital Improvements that are necessary to maintain the adopted level of service for sanitary sewers, potable water, drainage, parks, and transportation. The update to the schedule can be accomplished by Ordinance and will not be considered an amendment to the Comprehensive Plan.

Currently, Chapter 163.3177 of the State Statutes requires that the CIE be adopted by local governments annually, however, has no specific deadline as to when this is to be done. The Ordinance also provides for adoption of a schedule of capital improvements for fiscal years 2017 through 2021.

This schedule is attached as Table 11 of Exhibit “A”. Fiscal year 2016 projects are included for reference. Additionally, transportation projects from the Broward Metropolitan Planning Organization’s (MPO) adopted five-year transportation improvement program that are located within the City of Oakland Park, are listed in Table 2 of Exhibit “A”.

3.FINANCIAL IMPACT
    
 

There is no financial impact in approving the CIE.  The CIE includes projects that were approved by the City Commission as part of the FY 17 CIP.

4.RECOMMENDATION
    
 

The Planning & Zoning Division staff recommends that the City Commission approve the proposed 2017 annual update to the Capital Improvements Element of the City’s 2007 Comprehensive Plan on the first reading of the Ordinance.
