SFWMD Grant for Bid Pack 8 Project

1.BACKGROUND/HISTORY
    
 

Issue Statement:  The City of Oakland Park was awarded $100,000 from the South Florida Water Management District (SFWMD) Cooperative (Co-op) Grant Program to partially fund the City's Bid Pack 8 project, also referred to as the East South Zone Stormwater Project.  The Bid Pack 8 Project is an infrastructure improvement project that addresses water, drainage, and road way improvements across 318 acres in the southeast section of the City. (Exhibit A)

 

Recommended Solution: City Commisssion adopt a resolution to accept $100,000 in grant funding for the Bid Pack 8 project.  The project would entail flood reduction, water quality improvements, and present opportunity for new facility construction by removing aging, inefficient infrastructure.

 

The South Florida Water Management District (SFWMD) Cooperative Funding Initiative is a grant matching program which allows local governments to share costs for projects that assist in creating sustainable water resources, provide flood protection and enhance conservation efforts. ("Cooperative Funding Initiative" 2010)

 

City staff applied for the grant in April of 2016 and acquired Consultants from Calvin, Giordano & Associates (CGA) to assist with Bid Pack 8 project management activities.  Staff presented a PowerPoint preview of the Bid Pack 8 activities to Commission during the September 21, 2016 Commission meeting.

2.CURRENT ACTIVITY
    
 

The City's scope of work includes the following tasks as they pertain to the construction of the new drainage facilities along NE 16th Avenue from NE 33rd Street to the C-13 Canal:

 

  • Removal of existing facilities that are aging and ineffective
  • New construction to include valley gutters, new inlets, and landscaped swales
  • City staff managing project from inception and supervising all parties involved (consultants, contractors, and/or vendors).
  • Budget Management
  • Quality control and public outreach
  • Submission of quarterly status reports to the South Florida Water Management District

 

 

3.FINANCIAL IMPACT
    
 

According to the award offer and upon completion of construction activities, the South Florida Water Management District (SFWMD) has agreed to contribute a maximum of $100,000 or 50% of eligible stormwater expenditures for the project, whichever is less. 

 

The City will receive reimbursement for qualifying tasks following the SFWMD's receipt and approval of City issued reimbursement request packages which are to include supporting payment documentation.  All reimbursement requests are to be submitted by September 28, 2018. (Exhibit B)

 

The total budgeted cost for the Bid Pack 8 project is approximately $3.5 million dollars. 

 

4.RECOMMENDATION
    
 City Commission to adopt a resolution to accept $100,000 in grant funding for the Bid Pack 8 project.
