On July 18, 2007, the City Commission adopted Ordinance O-2007-021 which stated in part, "If any member is absent from four (4) meetings during a twelve-month period, with or without advance notice to the board secretary acting as the liaison to the City Commission via the City Clerk's office, the member's position shall be referred to the City Commission for review and consideration of vacating the position at the meeting following the 4th absence."
Board members for the Beautification Advisory Board are appointed by City Commission consensus.
The Beautification Advisory Board consists of seven (7) members who each serve a term of three (3) years.
Sec. 24-235. Beautification advisory board
(B) Composition; compensation. The board established in this section shall be composed of seven (7) members appointed by the city commission. Any compensation shall be established by city commission resolution. All members of the board shall be residents of the city. No member of the board may be an employee of the city, nor may any elected official of the city be a member of the board.

For this item staff is requesting the City Commission to consider the absences of Board Members Lanham and Parker as well as the expiring term of Board Members Day and Freeman.
In accordance with the City policy, courtesy letters were sent to Board Members Gary Lanham and John Parker reminding them of the requirements of the board attendance ordinance with respect to four (4) absences from the Beautification Advisory Board for the months of November 2011, December 2011, January 2012, and February 2012.
Additionally, both Board Members Richard Day and Katie Freeman's terms will expire April 4th. Both members have been contacted. Board Member Freenman has expressed her desire to serve another three-year term. (The City Clerk's office has contacted Mr. Day via phone and email and has not received a response. At the day of publication Mr. Day's application for condsieration to serve another three-year was not received.)
The City Clerk's office has eight (8) applications on file for this position, attached for your consideration.

We recommend that the Commission take the appropriate action to retain or replace Board Members Lanham and Parker, and fill the two expired terms of board members Day and Freeman and approve the resolution.
