PREPARED BY:

Julie Leonard,  Assistant Public Works Director

Albert J. Carbon III, P.E., Public Works Director

DEPARTMENT HEAD APPROVAL:  PUBLIC WORKS
SUBJECT: Purchase of a replacement Vactor 2115i Sewer Cleaning Truck
1.BACKGROUND/HISTORY

Issue Statement: The City's Fiscal Year 2023 Five Year Vehicle Replacement Schedule includes the replacement of a 2006 Stirling Vac Con sewer cleaning truck in the Public Works Stormwater Division.

Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the purchase of a Vactor 2115i Sewer Cleaning Truck from Environmental Products Group, the State of Florida dealer for Vactor brand products, at a cost of $445,742, using competitively bid cooperative Sourcewell contract #101221-VTR.

2.CURRENT ACTIVITY

The sewer cleaning truck is a vacuum truck that is an essential piece of heavy equipment used by the Stormwater Division to maintain critical drainage infrastructure. The vacuum truck is also used by other Public Works Divisions during emergencies to perform vacuum digging to access broken water lines, wastewater lines, or to investigate sinkholes. The existing vacuum truck is 17 years old. It has exceeded its useful service life and it frequently out of service for maintenance, making it unavailable to maintain infrastructure.

The new 2024 Vactor 2115i Sewer Jet Cleaning/Vacuuming Truck is available on the Sourcewell Contract #101221-VTR at a cost of $445,742. The City is an active participating agency with Sourcewell, and we have successfully procured services and other solid waste vehicles using Sourcewell agreements in the past.

3.FINANCIAL IMPACT

As shown in the attached quote in Exhibit A, the cost of the Vactor 2115i Sewer Jet Cleaning/Vacuuming Truck is $445,742. Funding for this purchase includes $400,000 included in the FY 2023 Adopted Budget of Public Works - Stormwater Division and was identified as a FY 2023 Business Plan Initiative supporting the City's Infrastructure Needs strategic performance area.  The final pricing of the item is greater than the adopted budget and use of $45,742 in Stormwater Division contingency funds will be utilized to provide for the increased cost.  The proposed expenditure is as follows:
