SUBJECT: Approval of a Work Authorization for Zyscovich Architects for Architectural and Engineering Services for the Phase 2 Design Development and Construction Document Phase of the City Hall Space within the Sky Building. 
1.BACKGROUND/HISTORY
    
 

Issue Statement: On September 7, 2022, the City Commission approved the Phase 1 Interior Design work authorization for the City Hall Space within the Sky Building with Zyscovich Architects. This included the space utilization/programming analysis, identifying design, management and interaction opportunities, and defined spatial and functional concepts.  As part of the FY 2023 Capital Improvement Program, additional funding was budgeted for architecture and design services for the City Hall Space.  As the work authorized in September nears completion, the project is ready to move to the next phase.  The City has received the proposed work authorization from Zyscovich Architects for design development, with a cost of $70,500.  Authority for an additional allowance of $13,350 is also requested to provide flexibility in ordering renderings and other services as needed. 

 

The proposed work authorization is under the City's continuing services contract for professional services (CCNA), awarded in September 2019 and renewed in 20

 

Recommended Action:  Staff recommends the City Commission adopt a resolution authorizing the proper City Officials to execute a Work Authorization between the City and Zyscovich Architects for architectural and engineering services for the Phase 2 for the Phase 2 Interior Design Development and Construction Document Phase of the City Hall Space within the Sky Building in an amount not to exceed $83,850.

 

Background:  On October 17, 2018, the City Commission approved a Development Agreement for the Sky Building Project with Integra Real Estate. The Development Agreement included the requirement for the City to enter into a lease agreement for the future City Hall space within the new project.  On August 6, 2020, the City Commission approved the transfer of the Development Agreement to Oakland Park Dixie LLC (NR Investments), which included updates to the business terms of the lease agreement which was approved by City Commission on November 4, 2020. On November 2, 2022, the City Commission approved the Second Amendment to the City Hall Lease Agreement within the Sky Building, as well as the Third Amendments to the Development and Purchase and Sale Agreements. 

 

2.CURRENT ACTIVITY
    
 

The developer of the Sky Building, NR Investments, is in the final stages of the building permit process for the construction of the Sky building. The City has concluded its Phase 1 efforts in the design of the interior space of City Hall with Zyscovich Architects. In order to proceed with the full design and development of the construction documents for the interior design of the City Hall space, staff engaged Zyscovich Architects for a proposal for the phase 2 interior design development and construction document phase.

Phase 2 for design development and construction drawing services includes floor and ceiling plans, furniture and equipment plans, and interior elevations.  The consultant will also include the engineering for lighting, wayfinding and signage package, acoustics and waterproofing, in addition to coordinating the work of the City’s mechanical, electrical, plumbing and low voltage consultant. An allowance has been included in the fee for renderings for the project.
3.FINANCIAL IMPACT
    
 

As shown in the attached Work Authorization, the estimated cost for the architectural and engineering services for Phase 2 of the Interior Design of the City Hall Space within the Sky Building is $70,500, with an allowance of $13,350 for renderings.  Funds are included in the FY 23 Capital Improvement Program (CIP) for the design of the City Hall Interior. Funding was approved as part of the FY 2023 budget. The proposed expenditure is as follows:

4.RECOMMENDATION
