Issue Statement: The City maintains a network of security cameras at several public facilities to ensure the safety and security of its residents.
In April 2021, the City began discussions with Broward Sheriffs Office (BSO) to allow BSO to access security camera video via their Real Time Crime Center (RTCC) with the objective of providing BSO timely access to both live and recorded video to be used for crime prevention and investigative purposes.
On July 26, 2021, the City executed a Memorandum of Understanding (MOU) with the Sheriff of Broward County (BSO) outlining the Roles and Responsibilities of each party.
Since signing the MOU, it has been the intent of the City and BSO that all new security camera installations be integrated with the RTCC, and that existing installations be integrated as quickly as resource constraints permit. This integration requires that specific hardware and software components be included in new installations and retrofitted to existing installations, allowing them to “plug into” the existing BSO RTCC systems.
The security camera system at the recently opened City Park requires such a retrofit to integrate the video data into the BSO RTCC system. The retrofit equipment was not included in the original installation because it could not be procured in time to support the required go-live date of October 20, 2022. Integration of the cameras was not contemplated in Phase 1 of the City Park project and a budget amendment is required to provide funding.
Recommended Action: The City Commission adopt a resolution approving the additional expenditure with EvolvTec and the proposed budget amendment for City Park Phase 1 camera integration into the BSO Real Time Crime Center.
