Renewal of Agreements for Project Management and Owners Representative Services with CES Consultants, Hill International, and The Corradino Group (RFQ #083120)

1.BACKGROUND/HISTORY
    
 

Issue Statement: The City’s initial agreements for Project Management and Owners Representative Services will expire in February and March 2023. Each agreement may be renewed for two (2) additional 2-year periods, and all firms have provided their intent to renew for the first 2-year period.

 

Background: On March 3, 2021, in response to RFQ #083120, the City Commission approved continuing service agreements with three firms to provide as-needed professional project management and owners representative services for various City projects (Resolution R-2021-026). Each contract allows for two (2) additional 2-year renewals and all firms have indicated their desire to renew their agreements.

 

Recommended Action: City Commission adopt a resolution authorizing the proper City officials to execute the first amendments to the agreements for project management and owners representative services to provide for the first 2-year renewals with CES Consultants, Inc., Hill International Inc., and The Corradino Group.             


2.CURRENT ACTIVITY
    
 

 

Each firm has submitted a letter indicating their desire to renew their agreement for the first 2-year period. As provided for in the original agreements, upon expiration of the initial contract term, the Consultants and the City must successfully negotiate a job classification hourly rate schedule for each renewal term. Two of the firms, CES Consultants and The Corradino Group submitted revised job classification hourly rate schedules with their renewal requests, while Hill International’s rates did not increase. Rates for each firm were reviewed and all are within industry standard.

 

Although the City has not engaged any of the firms since executing the agreements, given the number of projects listed in the City’s Capital Improvement Plan, it is in the City’s best interest to renew all three agreements to provide flexibility to utilize these services in the future. 

 

 

 

3.FINANCIAL IMPACT
    
 

Renewing the Project Management and Owners Representative Contract has no immediate financial impact.

4.RECOMMENDATION
    
 

City Commission adopt a resolution authorizing the proper City officials to execute the first amendment to the agreements for Project Management and Owners Representative Services to provide for the first 2-year renewal with amended hourly rates.
