SUBJECT: Purchase of Badger E-Series (SMART) Water Meters
1.BACKGROUND/HISTORY
    
 

Issue Statement:  In 2017, via resolution R-2017-144, the City Commission approved an energy savings performance contract that included installation of, and standardization on, Badger brand E-Series SMART water meters citywide.  All water meters within the City’s water service areas are now Badger E-Series SMART meters.   After implementation of the smart meter program, the City Commission approved a Master Services Agreement with Badger Meters in 2019. 

 

 Recommended Action: City Commission adopt a Resolution authorizing the purchase of Badger E-Series SMART water meters and endpoints approving expenditure authority up to the budgeted availability.

2.CURRENT ACTIVITY
    
 

Public Works receives regular requests for new and replacement meters citywide.  Oak Tree, a very large residential development, has ongoing and steady demand for new meters and endpoints.  Endpoints are separate component attached to meters which are used to transmit the meter data to the City's utility billing system and EyeOnWater, the online consumption monitoring tool for customers.  During the past year, supply chain issues have delayed delivery of meters and endpoints by up to six months, and recent orders now having an estimated lead time of nine months. 

 

To ensure adequate supply, it is recommended that the City purchase enough meters to cover regular demand and additional meters to ensure adequate inventory exists going forward.  A proposed order of (300) 5/8” meters; (25) 1" meters; (15) 1.5" meters; (25) 2" meters; and (365) endpoints is proposed.  The cost of the proposed order is $117,465.

3.FINANCIAL IMPACT
    
 As shown in the attached quote from Badger Meter, Inc, the proposed water meters and endpoints will cost approximately $117,465.  They will be purchased using contingency funds from the Public Works Water Division FY23 operating budget, and funds will be reimbursed to the Utility Enterprise Fund as residents and developers pay for meters prior to installation by Public Works.  The proposed expenditure is as follows:

 

4.RECOMMENDATION
    
 City Commission adopt a Resolution authorizing the purchase of Badger E Series (SMART) water meters and endpoints approving expenditure authority up to the budgeted availability.
