| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The City requires geographically precise mapping data to manage many of the everyday work-related items such as water line locations, sanitary sewer locations and others through the City's Geographic Information System (GIS). In addition, the recently completed EnerGov implementation relies on accurate GIS information for the City's permitting and code enforcement activities.
Since 2013, the City has been utilizing the services of Atkins, North America, Inc. (Atkins) to maintain and support the City's GIS infrastructure by executing annual statements of work each fiscal year.
Recommended Action: The City Commission adopt a Resolution authorizing the continued engagement of Atkins, North America, Inc. utilizing Florida Department of Environmental Protection (FDEP) Contract No. BS136 for Fiscal Year 2024 (attached).
Staff is satisfied with the performance of Atkins Engineering and benefits from their specialized knowledge of our system gained over the 10 years they have served in this capacity.

| | | | | | | | 2. | CURRENT ACTIVITY | | Atkins, North America, Inc. (Atkins), is a global engineering firm that has been performing geographic information services and SharePoint management for the City since 2013. Atkins provides engineering services to the State Department of Transportation, FEMA and the US Army Corps of Engineers. City staff has been using Atkins to maintain the GIS server environment in a web-based/cloud infrastructure. City staff has been working with Atkins providing changes associated with processing the GIS content required to manage the City's operations.
Staff is satisfied with Atkins' performance in this capacity and benefits from their specialized knowledge. If approved, the City will utilize Florida Department of Environmental Protection (FDEP) Contract No. BS136 for Fiscal Year 2024 as the basis for procurement of the services.
The total fees for FY24 are expected to be $51,720, a decrease of $480 over FY23.
The City will be billed monthly for services rendered. Billing is at the hourly rates shown below:

| | | | | | | | 3. | FINANCIAL IMPACT | | Based on the attached proposed scope of work and fees (Exhibit B), the estimated professional GIS services cost for Fiscal Year 2024 is $51,720, or $4,310 per month. This includes 41 hours of service; 2 hours of a Senior GIS Analyst II, 24 hours of a Senior GIS Analyst I, and 15 hours of a GIS Analyst I.
Sufficient funds for this service are included in the adopted FY 2024 Budget within the various Divisions of Public Works, such as Streets, Water and Sewer and Stormwater. The proposed expenditures are as follows:
