MEETING DATE: 2/4/2026
PREPARED BY:

Julie Leonard

Public Works Director

DEPARTMENT HEAD APPROVAL:  PUBLIC WORKS
SUBJECT: Purchase of One (1) 2026 Ford Maverick Pickup 4x2 Hybrid
1.BACKGROUND/HISTORY

Issue Statement:  As outlined in the FY26 Vehicle Replacement Schedule, replacing City vehicles that have exceeded their useful life reduces maintenance costs, improves reliability, and supports service delivery. New vehicles enhance efficiency, align with environmental sustainability goals, and reflect the City’s commitment to excellence and professionalism. Maintaining a well-kept fleet also upholds the Proud Oakland Park (POP) Initiative by fostering community pride and trust.

For many years, the City has purchased new and replacement vehicles utilizing the Florida Sheriffs Association (FSA) contract. The FSA developed a program that assists local governments in acquiring vehicles through a competitive procurement process. The State of Florida is divided into four regions, and vehicle bids are solicited by the FSA on behalf of all municipalities and other agencies within the State. This bid program leverages volume-based pricing to secure competitive pricing for government vehicle purchases.

A copy of Florida Sheriffs Association Contract FSA #25-VEL-33.0 is available for review in the City Clerk’s Office.

Recommended Action: City Commission adopt a resolution authorizing the purchase of one (1) 2026 Ford Maverick Pickup 4x2 Hybrid from Duval Ford, utilizing Florida Sheriffs Association Contract FSA #25-VEL-33.0, for use by the Public Works Department - Water Division.

Background: The FY26 Adopted Budget authorizes the purchase of 21 replacement vehicles with an estimated total cost of $2,475,000. This agenda item addresses the purchase of one (1) light-duty pickup truck for the Public Works Department - Water Division.

2.CURRENT ACTIVITY

The Public Works Fleet Division conducts an annual assessment of all City vehicles and equipment as part of the budget development process. Each fleet unit is evaluated based on mechanical condition, operational reliability, and maintenance costs. Vehicles demonstrating significant wear or escalating maintenance expenses are identified for replacement. These evaluations form the basis of the City’s Five-Year Vehicle Replacement Plan, which is incorporated into the annual adopted budget.

As part of the FY26 Adopted Budget, funding was allocated for the replacement of a pickup truck assigned to the Public Works Department - Water Division. The replacement will retire Unit #119, a 2012 14-year-old Chevrolet Colorado pickup truck with approximately 69,247 miles. This vehicle is utilized by a utilities technician whose primary responsibilities include water meter turn-ons, turn-offs, and meter investigations.

The proposed replacement vehicle is a 2026 Ford Maverick 4x2 Hybrid, which will meet departmental operational needs while providing improved fuel efficiency, reduced emissions, and lower overall operating costs.

3.FINANCIAL IMPACT

As reflected in the attached quote from Duval Ford, the total cost of the 2026 Ford Maverick Pickup 4x2 Hybrid, including required ancillary items, is $28,711, based on Florida Sheriffs Association Contract (FSA #25-VEL-33.0) as shown in the attached quotes and accompanying documentation. Funding for this vehicle is included in the FY 2026 Adopted Capital Budget of the Public Works - Water Division.

The proposed expenditure is as follows:
