CITY OF OAKLAND PARK, FLORIDA
CITY COMMISSION AGENDA ITEM REPORT

A
GENDA ITEM NO. 4

MEETING DATE: 4/14/2026
PREPARED BY:

Julie Leonard

Public Works Director

DEPARTMENT HEAD APPROVAL:  PUBLIC WORKS
SUBJECT: Renewal of Dumpster/Container Repair and Maintenance Services with GT Supplies, Inc.
1.BACKGROUND/HISTORY

Issue Statement: The City of Oakland Park provides garbage collection services to all residents and businesses. Residents receive garbage and recycling carts, while businesses have the option of utilizing either carts or dumpsters, depending on the volume of waste. Over time, dumpsters require repair and maintenance to ensure continued usability and compliance with sanitation standards.

The City’s current contract with GT Supplies, Inc., utilizing the City of West Palm Beach (WPB) ITB 22-23-111/MK Dumpster/Container Repair and Maintenance Services contract expires April 18, 2026.

The WPB contract includes an initial three-year term from April 19, 2023, through April 18, 2026, with the option to renew for two (2) additional one-year periods. The City of Oakland Park’s agreement will align with the remaining term of the WPB contract and will include the option to renew for the first one-year renewal period, subject to mutual agreement and funding availability.

GT Supplies, Inc. agreed to exercise the option to renew this Contract for an additional period effective April 19, 2026, through April 19, 2027, at the existing pricing, and under the same terms and conditions.

Recommendation:  Adopt a resolution authorizing the City to execute the first one-year renewal period with GT Supplies, Inc., for dumpster repair and maintenance services, in accordance with the City of West Palm Beach contract, for the period of April 19, 2026, through April 18, 2027 and authorizing expenditures up to the budgeted availability.

2.CURRENT ACTIVITY

Public Works has evaluated the feasibility of leveraging the City of West Palm Beach’s contract with GT Supplies, Inc., which offers favorable terms and pricing. By utilizing this contract, the City can ensure continuity of service without the need for a separate procurement process. This approach aligns with best practices for municipal contracting and ensures cost efficiency.

If approved, the agreement will allow the City to continue providing essential dumpster repair and maintenance services for local businesses, ensuring compliance with health and safety regulations.

The City uses various sizes of dumpsters for solid waste commercial customers. Dumpsters are subject to wear and tear from exposure to weather and the nature of the materials disposed of in the containers. Dumpsters require periodic maintenance to preserve the integrity of the container and for aesthetic purposes. The Public Works Department’s Solid Waste Division budgets an annual amount for dumpster repair and maintenance.

The Solid Waste Division currently utilizes approximately 800 various-sized dumpsters citywide. This number does not include dumpsters stored in the City’s storage yard or those awaiting repair and reconditioning. The alternative to routine container repair would be the purchase of new containers, which is significantly more costly. Repairing and reconditioning the existing inventory of dumpsters extends their useful life by five to seven years.

3.FINANCIAL IMPACT

Expenditures for the repair and maintenance of commercial dumpsters fluctuate annually based on the volume and nature of required repairs.  Sufficient funding is included in the FY26 Operating Budget of the Public Works Department – Solid Waste Division.  In FY25, the City expended $85,048 on the repair and maintenance of commercial dumpsters.

Additionally, should any individual purchase exceed the $25,000 threshold, the item will be brought before the City Commission for approval.

4.RECOMMENDATION

Adopt a resolution authorizing the City to execute the first one-year renewal period with GT Supplies, Inc., for dumpster repair and maintenance services, in accordance with the City of West Palm Beach contract, for the period of April 19, 2026, through April 18, 2027 and authorizing expenditures up to the budgeted availability.
