Assistant City Manager | DEPARTMENT HEAD APPROVAL: | ECD - Engineering/Construction |
|
| | | | | | | | | SUBJECT: Approval of a Pre-Construction Services Agreement with State Contracting and Engineering Corporation for the Glenwood Garden Project |
|
| | | | | | | | | 1. | BACKGROUND/HISTORY | | | Issue Statement:
The City of Oakland Park is continuing its investment in public green spaces through the development of Glenwood Garden, a native plant botanical garden located at 1265 and 1279 NE 35th Street. The approximately 0.53-acre site is envisioned as a passive garden that promotes native species, enhances ecological value, and provides educational and recreational opportunities for residents and visitors.
The Glenwood Garden project is currently progressing through the design phase under a previously approved Work Authorization with Flynn Engineering Services, P.A., which includes civil engineering design, landscape architectural coordination, permitting, and preparation of construction documents.
To support the advancement of the project toward construction, the City is proposing to engage State Contracting and Engineering Corporation to provide Construction Manager at Risk (CMAR) pre-construction services. These services will allow the City to benefit from early contractor involvement during the design phase, including cost estimating, constructability review, scheduling coordination, and development of a Guaranteed Maximum Price (GMP) for construction.
The proposed agreement authorizes State Contracting and Engineering Corporation to perform pre-construction services associated with the Glenwood Garden project, which is anticipated to include civil infrastructure and public amenities such as gathering areas, garden paths, water features, fencing, decorative walls, and other landscape enhancements designed to improve community use and connectivity.
Recommended Action:
Staff recommends the City Commission adopt a resolution approving and authorizing the proper City officials to execute a Pre-Construction Services Agreement between the City of Oakland Park and State Contracting and Engineering Corporation for Construction Manager at Risk (CMAR) pre-construction services related to the Glenwood Garden project, in an amount not to exceed $47,000. |
|
| | | | | | | | | 2. | CURRENT ACTIVITY | | | The Glenwood Garden project is currently in the design phase under the direction of Flynn Engineering Services, P.A. As the design progresses, early involvement of a construction manager will help ensure that the project remains within budget and that the construction documents are developed with consideration for constructability, scheduling, and market conditions.
Under the proposed agreement, the Construction Manager will provide pre-construction phase services that include coordination with the City and the design team, review of design documents at key milestones, preparation of cost estimates, constructability reviews, scheduling analysis, and preparation of a Guaranteed Maximum Price (GMP) proposal for the project. |
|
| | | | | | | | | 3. | FINANCIAL IMPACT | | | As outlined in the attached proposal submitted by State Contracting and Engineering Corporation, the total not-to-exceed cost for the pre-construction services for the Glenwood Garden Project is $47,000, inclusive of $17,000 pre-construction contingency allowance. This project is included in the FY 26 Adopted Budget for Capital Improvement Plan.
The proposed expenditure is as follows:
