SUBJECT: Purchase of One (1) John Deere 325P Track Skid Steer Loader via Sourcewell's Cooperative Agreement #011723-JDC
1.BACKGROUND/HISTORY
    
 

Issue Statement: As outlined in the City's Vehicle Replacement Schedule, replacing City vehicles and equipment that have exceeded their useful life reduces maintenance costs, improves reliability, and supports service delivery. New equipment enhances efficiency, aligns with environmental sustainability goals, and reflects the City's commitment to excellence and professionalism.

 

Staff wishes to purchase one (1) John Deere 325P Track Skid Steer Loader from Dobbs Equipment LLC, a licensed John Deere dealer and awarded vendor under the Sourcewell's Cooperative Agreement #011723-JDC, which is available for use by public agencies, including the City of Oakland Park. This equipment will be used by the Parks Maintenance Division to maintain landscaping at City parks.

 

A copy of the Sourcewell's Cooperative Agreement #011723-JDC is available for review in the City Clerk’s Office.

 

Recommended Action:  The City Commission adopt a resolution authorizing the purchase of one (1) John Deere 325P Track Skid Steer Loader from Dobbs Equipment LLC through Sourcewell's Cooperative Agreement #011723-JDC, and approving the proposed Budget Amendment.

2.CURRENT ACTIVITY
    
 

The Public Works Fleet Division conducts an annual assessment of all City vehicles and equipment as part of the budget development process. Each fleet unit is evaluated based on mechanical condition, operational reliability, and maintenance cost. Equipment demonstrating significant wear or escalating maintenance expenses are identified for replacement. These evaluations form the basis of the City's Five-Year Replacement  Plan, which is incorporated into the annual adopted budget.

 

As part of the FY 2026 Adopted Budget, funding was allocated for the replacement of Unit #722, a 19-year-old, 2007 Bobcat with 1173.5 hours used by the the Public Works Department's Parks Maintenance Division. 

 

The primary use of this equipment includes:

 

  • Moving dirt, mulch, gravel (bucket work)
  • Loading trucks or trailers
  • Grading and leveling ground
  • Digging and light excavation
  • Hauling materials around a site 

 

Fleet staff has extended the useful life of unit #722; however, due to its age and operating hours, continued operation is no longer cost-effective. The proposed replacement of the Bobcat will meet current operational demands and safely and efficiently support the Parks Maintenance operations.

3.FINANCIAL IMPACT
    
 

Although the purchase of this Track Skid Steer Loader is included in the FY 2026 Adopted Budget of the Public Works – Parks Maintenance Division as part of the Vehicle Replacement Plan, the increased cost in previous vehicle purchases within the Division created a funding shortage for this purchase.

 

Attached in Exhibit A is the proposed Budget Amendment to provide additional funding for this purchase.  As reflected in the attached quote from Dobbs Equipment LLC, pursuant to Sourcewell Cooperative Agreement #011723-JDC, the total cost of the loader is $82,918.74, which includes delivery and pre-delivery fees covering unit inspection; tests of hydraulics and track tensions; and greasing the unit, as required by John Deere.

4.RECOMMENDATION
    
 

The City Commission adopt a resolution authorizing the purchase of one (1) John Deere 325P Track Skid Steer Loader utilizing Sourcewell's Cooperative Agreement #011723- JDC and approving the proposed Budget Amendment.
