| | | | | | | | | 1. | BACKGROUND/HISTORY | | | Issue Statement: On August 7, 2024, in anticipation of the decommissioning of the City’s fuel island to accommodate the next phase of City Centennial Park, the City Commission approved the implementation of the WEX Bank fleet fuel card program under Department of Management Services (DMS) Alternate Contract Source Contract No. 78181701-21-NASPO-ACS, allowing the purchase of unleaded and diesel fuel at local retail establishments (R-2024-130).
The initial term of the State’s (DMS) agreement expired in 2025 and was subsequently renewed for an additional two (2) year term through December 31, 2027. Staff is seeking approval to utilize the updated DMS contract for this same renewal term.
Background: Currently, the City has an agreement with the Broward Sheriff’s Office (BSO) for the supply and dispensing of fuel. Unleaded and diesel fuel are provided by BSO at the Public Works facility located at 3801 NE 5 Avenue, and the City is billed for fuel used by City-owned vehicles. The fuel station at the former Public Works site is scheduled for removal and decommissioning to accommodate the City Centennial Park Project.
Recommended Action: City Commission adopt a resolution authorizing the use of the amended DMS Contract No. 78181701-21-NASPO-ACS for Fuel Card Services with WEX Bank, for the purchase of unleaded and diesel fuel as needed, through December 31, 2027. |

| | | | | | | | | 2. | CURRENT ACTIVITY | | | Planning and design for the next phase of Centennial Park, located at 3900 NE 3rd Avenue, is currently underway. As part of this project, the existing Public Works facility adjacent to the park—including the City-owned fuel island—will be vacated. Once decommissioned, all City-owned vehicles will be required to obtain fuel from off-site retail locations. The WEX fuel card program will allow the City to secure discounted retail fuel pricing and may also provide incentive-based rebates.
The City established a WEX account previously; however, there was no immediate need to issue cards at the time. With the advancement of Centennial Park Project, it is now necessary to activate and distribute WEX fuel cards to appropriate staff as a result of the impending vacation of the fuel island.
WEX fuel cards will be used by City staff to purchase unleaded gasoline and diesel fuel for the City’s general fleet at authorized retail stations. Heavy-duty diesel vehicles, such as Solid Waste and Vac-Con trucks, will continue to utilize Port Consolidated services, as previously approved by the City Commission in July 2023 (Resolution R-2023-100).
The current renewal term for the Florida Department of Management Services (DMS) Contract No. 78181701-21-NASPO-ACS is January 1, 2026, through December 31, 2027. Upon written agreement, Public Works and the Contractor may renew the contract in whole or in part, as provided in the contract documents and in accordance with Section 287.057(13), Florida Statutes. |

| | | | | | | | | 3. | FINANCIAL IMPACT | | | The proposed expenditures do not represent additional purchases, but rather reflect fuel purchases within the existing fiscal year budget. The purchase is limited to unleaded and diesel fuel only. No additional funding is requested at this time, as sufficient funds are available within the FY 26 Operating Budget of Public Works – Fleet Division to support the continued use of DMS Contract No. 78181701-21-NASPO-ACS with WEX Bank for fuel card services. |
