GENDA ITEM NO. 6

MEETING DATE: 5/6/2026
PREPARED BY:

Claudelle Rose, Program Manager

Sierra Marrero,

Assistant City Manager

DEPARTMENT HEAD APPROVAL:  ECD - Engineering/Construction
SUBJECT: Railroad Crossing Elimination Grant Program Agreement Execution
1.BACKGROUND/HISTORY

Issue Statement: In September 2024, the City submitted a grant application to the United States Department of Transportation Federal Railroad Administration under the Railroad Crossing Elimination (RCE) Grant Program to fund a planning study. The City was awarded $1,000,000 for this effort. The grant requires a match of $250,000 which is provided by a State Appropriation through the Florida Department of Transportation.

The agreement for the State of Florida Appropriation is on this agenda under a separate item.

Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the City Manager, or designee, to execute the grant agreement and all requisite grant-related documents between the City of Oakland Park and the United States Department of Transportation Federal Railroad Administration for the Railroad Crossing Elimination (RCE) Grant Program.

2.CURRENT ACTIVITY

The RCE Grant Program provides funding to support communities in reconnecting neighborhoods that have been divided by transportation infrastructure, improving access to opportunity, and advancing equitable development. Through this grant, the City will advance the planning and development of a project to eliminate the at-grade railroad crossing at NE 36th Street and construct a pedestrian overpass connecting the east and west sides of the FEC Railway corridor, restoring safe and reliable access across a significant community barrier.

The project will provide the City with a data-driven assessment of the transportation and connectivity challenges associated with the existing rail crossing, including safety risks, delays, and limited multimodal access. It will establish strategies and design solutions to remove the crossing, enhance pedestrian safety, and improve access to key destinations such as schools, parks, healthcare facilities, and commercial areas, ultimately reconnecting neighborhoods and supporting more equitable mobility citywide.
3.FINANCIAL IMPACT

Adoption of this resolution does not have an immediate financial impact. However, execution of the grant agreement is required to secure the awarded funds. Following execution, the City will issue a Request for Proposals (RFP) to competitively select a consultant to complete the study.  A required match of $250,000 will be provided by a State Appropriation through the Florida Department of Transportation.
4.RECOMMENDATION

Staff recommends the City Commission adopt a resolution authorizing the City Manager, or designee, to execute the grant agreement and all requisite grant-related documents between the City of Oakland Park and the United States Department of Transportation Federal Railroad Administration for the Railroad Crossing Elimination (RCE) Grant Program.
