A
GENDA ITEM NO. 7

MEETING DATE: 5/6/2026
PREPARED BY: Claudelle Rose, Program Manager
Engineering and Community Development

Sierra Marrero,
Assistant City Manager
DEPARTMENT HEAD APPROVAL:  ECD - Engineering/Construction
SUBJECT: Florida Department of Transportation State-Funded Grant Agreement Execution
1.BACKGROUND/HISTORY

Issue Statement: In FY 2025–2026, the City submitted a State Appropriation request to support the Railroad Crossing Elimination (RCE) project, which was subsequently awarded in the amount of $250,000. To access these funds, the City must enter into a funding agreement with the Florida Department of Transportation (FDOT). The State funds will serve as the required local match for the RCE Grant Program.

The agreement for the Railroad Crossing Elimination grant is on this agenda under a separate item.

Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the City Manager, or designee, to execute the grant agreement and all requisite grant-related documents between the City of Oakland Park and the Florida Department of Transportation for the NE 36th Street Railroad Crossing Safety project.

2.CURRENT ACTIVITY

The State Appropriation provides funding to support the advancement of the City’s Railroad Crossing Elimination (RCE) project, which aims to improve safety and reconnect communities divided by the FEC Railway corridor. Through this funding, the City will enter into an agreement with the Florida Department of Transportation (FDOT) and initiate project development activities, including design and permitting, to eliminate the at-grade railroad crossing at NE 36th Street and construct a pedestrian overpass connecting the east and west sides of the corridor.

These funds will be used to procure consultant services and advance technical analyses necessary to support the project, including engineering design, feasibility evaluation, and coordination with regulatory agencies. The effort will address existing safety risks and connectivity challenges by developing solutions that remove the hazardous crossing, enhance pedestrian mobility, and improve access to key destinations such as schools, parks, healthcare facilities, and commercial areas, ultimately supporting safer and more equitable multimodal access throughout the City.
3.FINANCIAL IMPACT

Adoption of this resolution does not have an immediate financial impact. However, execution of the grant agreement is required to secure the awarded funds and match the RCE Grant. Following execution, the City will issue a Request for Proposals (RFP) to competitively select a consultant to complete the study.
4.RECOMMENDATION

Staff recommends the City Commission adopt a resolution authorizing the City Manager or designee to execute the grant agreement and all requisite grant-related documents between the City of Oakland Park and the Florida Department of Transportation for the NE 36th Street Railroad Crossing Safety project.
