An application by Le Rocher Christian Worship Center Inc. requesting approval of a small-scale amendment to the City of Oakland Park Future Land Use Map (FLUM) from Community Facilities (CF) to Low Density Residential (L-5), property located 1670 NE 38 Street.

1.BACKGROUND/HISTORY
    
 

Legislative Action: The City Commission approved First Reading of the Ordinance on July 16, 2025. In addition, the Broward County Commission voted to adopt the amendment (PC 25-6) to its Land Use Plan on April 14, 2026, which was expedited through the State review process as a small-scale amendment (see attached Broward County Small Scale LUPA Analysis) 

 

Issue Statement: Le Rocher Christian Worship Center Inc. (owner/applicant) is requesting approval of a small-scale Future Land Use Plan Map Amendment (LUPA) to the City of Oakland Park Comprehensive Plan 2045. The application seeks to amend the Future Land Use Map (FLUM) designation of the subject property from Community Facilities (CF) to Low Density Residential (L-5).


Recommended Action: Staff recommends the City Commission conduct a public hearing to consider the proposed Ordinance on second reading to amend the City of Oakland Park Future Land Use Map (FLUM), changing the land use designation for the property located at 1670 NE 38 Street from Community Facilities (CF) to Low Density Residential (L-5).

 

Companion Application: A companion application (Case #CD24-31RZ) has been submitted requesting a Zoning Map Amendment to rezone the subject property from Community Facilities (CF) to Single-Family Residential (R-1). 

 
Neighborhood Participation Meetings: In accordance with the requirements of Section 24-163(E) of the City’s Land Development Code, the applicant conducted Neighborhood Participation Meetings related to the proposed Land Use Plan Amendment on the following dates:

  • August 21, 2024

  • May 6, 2025

 

Planning and Zoning Board Summary: On Monday, June 9, 2025, the Planning and Zoning Board held a duly noticed public hearing to consider the proposed Land Use Plan Amendment. Following staff presentation, discussion, and public input, the Board voted 3 to 1 to recommend that the City Commission conduct a public hearing and consider the proposed Ordinance on first reading.


During the public comment portion of the hearing, several members of the public addressed the Board, expressing concerns that were not directly related to the Land Use Plan Amendment under consideration. These comments were noted for the record.

 

Local Planning Agency (LPA): On Tuesday, June 10, 2025, the Local Planning Agency (LPA) held a duly noticed public hearing to consider the proposed Land Use Plan Amendment. After reviewing the staff report and hearing public comments, the LPA voted unanimously (5–0) to recommend that the City Commission conduct a public hearing and consider the proposed Ordinance on first reading.

2.CURRENT ACTIVITY
    
 

The applicant, Le Rocher Christian Worship Center Inc., has submitted a request for a small-scale amendment to the City of Oakland Park Future Land Use Map (FLUM) for the property located at 1670 NE 38 Street, within the Coral Heights neighborhood, Mandolin Woods Plat. The parcel consists of approximately 1.1 gross acres (0.937 net acres) and is currently designated as Community Facilities (CF) on the FLUM.

 

The applicant seeks to amend the FLUM designation from Community Facilities (CF) to Low Density Residential (L-5) in order to facilitate redevelopment of the site with up to five single-family homes. The proposed amendment is intended to align the future land use designation with the prevailing residential character of the surrounding area, which consists predominantly of properties zoned R-1 Single-Family Residential.


As part of the application, the applicant has submitted a comprehensive justification and impact analysis, included as Exhibit A, for review by both the City and the Broward County Planning Council. Staff has evaluated the request for consistency with the Goals, Objectives, and Policies (GOPs) of the Oakland Park Comprehensive Plan 2045 and has assessed potential impacts across the following areas of service and infrastructure:

 

  • Future Land Use 
  • Recreation and Open Space 
  • Housing 
  • Traffic 
  • Public Water, Sewer, and Solid Waste
  • Drainage 
  • Natural Resources/Soil Conditions   
  • Fire Safety Resources 
  • School Facilities

 

The City Commission approved the proposed amendment on first reading on July 16th, 2025, subsequently the Broward County Planning Council approved on February 16th, 2026, and the Broward County Commission on April 14th, 2026, and found the application was consist with the BrowardNext County Land Use Plan. Final adoption by the City Commission will allow the subject property to be developed at a density of up to five (5) units per gross acre, consistent with the proposed L-5 designation.

Following first reading, the amendment was transmitted to Broward County for consistency review with the County’s Land Use Plan (Broward Next) and final approval. Final adoption by the City Commission on second reading approval is pending.
 
Surrounding Land Uses and Zoning: The subject property is currently zoned Community Facilities (CF) and developed as a religious institution. The surrounding area is characterized by single-family residential development, with both zoning and future land use designations aligned as R-1 and L-5, respectively. The proposed amendment would support consistency with the surrounding neighborhood pattern and facilitate appropriate residential infill.

Comprehensive Plan: The proposed Low Density Residential (L-5) designation is consistent with the City's Comprehensive Plan 2045 and supports the long-term planning objectives related to neighborhood preservation, housing diversity, and efficient use of land.

4.RECOMMENDATION
    
 

Staff recommends the City Commission conduct a public hearing to consider the proposed Ordinance on second reading to amend the City of Oakland Park Future Land Use Map (FLUM), changing the land use designation for the property located at 1670 NE 38 Street from Community Facilities (CF) to Low Density Residential (L-5).
