Case #CD24-31RZ | Le Rocher Christian Worship Center Inc. | Rezoning

An application by Le Rocher Christian Worship Center Inc. requesting approval of a Zoning Map Amendment to rezone the property located at 1670 NE 38 Street from Community Facilities (CF) to Single-Family Residential (R-1).

1.BACKGROUND/HISTORY
    
 

Legislative Action: The City Commission approved First Reading of the ordinance on July 16, 2025.

 

Issue Statement: The Le Rocher Christian Worship Center Inc (owner/applicant), is seeking to amend the City’s zoning map by requesting the approval of a rezoning to the city's zoning map from a Community Facilities (CF) classification to an R-1, Single-Family Residential zoning district classification.

 
Recommended Action:  Staff recommends the City Commission conduct a public hearing and consider the proposed Ordinance on second reading to amend the City of Oakland Park Zoning Map, changing the zoning classification of the property located at 1670 NE 38 Street from Community Facilities (CF) to Single-Family Residential (R-1).

 

Companion Application: This request is associated with Case #CD24-30CP, a Future Land Use Map Amendment (LUPA) proposing to change the land use designation from Community Facilities (CF) to Low Density Residential (L-5). Approval of the rezoning is contingent upon adoption of the LUPA.

 

Neighborhood Participation Meetings: In accordance with the requirements of Section 24-163(E) of the City’s Land Development Code, the applicant conducted Neighborhood Participation Meetings related to the proposed Land Use Plan Amendment on the following dates:

  • August 21, 2024
  • May 6, 2025


Planning and Zoning Board Summary: The subject property is currently zoned Community Facilities (CF) and developed as a religious institution. The surrounding area is characterized by single-family residential development, with both zoning and future land use designations aligned as R-1 and L-5, respectively. The proposed amendment would support consistency with the surrounding neighborhood pattern and facilitate appropriate residential infill.

2.CURRENT ACTIVITY
    
 

The subject property is approximately 1.1 gross acres (0.937 net acres) and is located within the Coral Heights neighborhood, Mandolin Woods Plat. The site is currently developed as a religious institution and is identified by parcel number

4942 23 34 0070.

 

The applicant seeks to rezone the property from Community Facilities (CF) to Single-Family Residential (R-1) in order to facilitate the construction of up to five single-family homes. The proposed rezoning aligns with the land use change requested under the companion LUPA application and is consistent with the character of the surrounding neighborhood.

Policy 1a.2.1: Ensure that zoning regulations remain consistent with adopted future land use designations.

 

Policy 2.1.1: Support neighborhood stability and compatibility through appropriate zoning transitions.

 

The proposed R-1 zoning classification is appropriate for the site and supports the long-term vision for neighborhood preservation, housing choice, and responsible infill development.
