| | | | | | | | | SUBJECT: Emergency Concrete Light Pole Replacement – West Oakland Park Boulevard West of NW 31 Avenue |

| | | | | | | | | 1. | BACKGROUND/HISTORY | | | Issue Statement: Public Works identified a deteriorated concrete light pole located on West Oakland Park Boulevard just west of NW 31st Avenue. The pole has significantly deteriorated and presents a potential public safety concern. The replacement pole is a long lead item requiring immediate procurement to avoid further deterioration and potential failure. Cost is $27,252.49 for the purchase and replacement of a concrete light pole through Kilowatt Electric Company, the City’s current contracted electrical contractor.
On May 26, 2026, staff notified the city manager and the mayor, of the need for this emergency repair and approval was obtained to move forward.
Recommended Action: Motion to adopt a resolution for the emergency procurement purchase and replacement of a concrete light pole through Kilowatt Electric Company, the City’s current contracted electrical contractor at a cost of $27,252.49. |

| | | | | | | | | 2. | CURRENT ACTIVITY | | | Due to the deteriorated condition of the existing concrete light pole and the extended lead time associated with procurement of the replacement material, staff recommends utilizing Kilowatt Electric Company to expedite procurement and installation. Kilowatt Electric is the City’s current electrical contractor and is readily available to perform the work in a timely manner.
Sec. 2-198. - Exceptions to competitive procurement requirement
(2) Emergency procurements. The city manager may make emergency procurements of supplies or contractual services where the cost exceeds twenty-five thousand dollars ($25,000.00) when there exists a clear and present threat to public health, property, welfare, safety or other substantial loss to the city, when joined in said action by the mayor, provided, however, that such emergency procurements shall be made with such competition as is practicable under the circumstances. A written determination of the basis for the emergency and for the selection of the particular contractor shall be included in the contract file. As soon as practicable, a record of the emergency procurement shall be made and shall set forth the contractor's name, the amount and type of the contract, a listing of the supply or contractual service procured under this contract, and the number of the purchase order, if any. The city commission must be notified, after the fact, of such procurements in excess of twenty-five thousand dollars ($25,000.00) at the next scheduled commission meeting. In any event any increase over the original amount of an emergency procurement reported to the city commission exceeding ten (10) percent shall be reported to the city commission to be noted for the record. |

| | | | | | | | | 3. | FINANCIAL IMPACT | | | As detailed in the attached proposal from Kilowatt Electric Company, the total cost for the purchase and installation of the replacement concrete street light pole is $27,252.49, utilizing ITB #081018 for Electrical Maintenance, Repair and Emergency Services (R-2025-174).
Sufficient funding is available within the FY 2026 Adopted Operating Budget of the Public Works Streets Division.
