SUBJECT: Agreement with Amici Engineering Contractors LLC for Galvanized Water Service Line Replacements
1.BACKGROUND/HISTORY
    
 Issue Statement:  The City recently completed a potable water service inventory and identified more than 1,600 galvanized potable water service lines throughout the City that require replacement. Galvanized water service lines are susceptible to corrosion, reduced water quality, and diminished system reliability. Replacement of these aging service lines is necessary to maintain the integrity of the City’s potable water distribution system and improve long-term service reliability for residents and businesses.

The City proposes utilizing Seacoast Utility Authority ITB #PCCP-25-0-2025 Pipeline Continuing Contractors Program contract for these services. Staff reviewed the contract line-item pricing and determined the pricing to be favorable and in the best interest of the City.

 
Recommended Action:
Adopt a resolution authorizing the appropriate City official to execute an agreement with Amici Engineering Contractors LLC for galvanized potable water service line replacement services in an amount not to exceed $497,188.80, utilizing the Seacoast Utility Authority Pipeline Continuing Contractors Program contract.
2.CURRENT ACTIVITY
    
 

The City completed a potable water service inventory which identified over 1,600 galvanized potable water service lines in need of replacement. Staff evaluated available procurement options and determined that utilizing the Seacoast Utility Authority Pipeline Continuing Contractors Program provides an efficient and cost-effective mechanism to complete the work.

 

Amici Engineering Contractors LLC has experience performing utility infrastructure improvements and will provide replacement of both single and double potable water services, including short and long service installations.

 

Due to the varying field conditions and unknown underground utility conflicts commonly associated with water service replacement projects, the exact quantities and service configurations cannot be fully determined in advance. Accordingly, City staff and the contractor will closely monitor project progress and expenditures to maximize the amount of work completed within the authorized budget.

 

Staff reviewed the contractor’s unit pricing under the continuing services contract and determined the pricing to be fair, reasonable, and favorable to the City.

3.FINANCIAL IMPACT
    
 

As shown in the attached quote in Exhibit A, the estimated total cost for the galvanized potable water service line replacement services is in an amount not-to-exceed $497,188.80, utilizing the attached Seacoast Utility Authority ITB #PCCP-25-02025 Pipeline Continuing Contractors Program Contract. Funding for this project is included in the FY 26 Public Works Water Division Capital Budget.

4.RECOMMENDATION
