Issue Statement:
As part of the City Hall/Sky Building Project, the City seeks to purchase window tinting and installation services from Carolina Premier Window Films, Inc., utilizing The School Board of Brevard County Contract No. 25-0767-B-HD for Window Tinting & Graphic Lamination Services, which is currently in effect through September 23, 2028.  The installation of window tinting will reduce glare on computer screens throughout City offices, decrease heat gain within the building, improve staff comfort, lower energy consumption, and reduce demand on the new HVAC system. 

Recommended Action: Staff recommends that the City Commission adopt a resolution authorizing the purchase and installation of window tinting from Carolina Premier Window Films, Inc., utilizing The School Board of Brevard County Contract No. 25-0767-B-HD for Window Tinting & Graphic Lamination Services, in the amount of $41,669.31.

Staff proposes to install tinting on all exterior windows on the first and fifth floors including courtyard-facing windows as detailed in the attached quote from Carolina Premier Window Films, Inc.

By utilizing The School Board of Brevard County contract, the City benefits from competitively procured pricing and avoids potential delays associated with material procurement and supply chain constraints. Carolina Premier Window Films, Inc. will be responsible for supply, installation, and associated warranty management.

As outlined in the attached proposal from Carolina Window Films Inc., the total cost for the window tinting services, including installation, is $41,669.31. Funding for this project is available within the Sky Building project budget as part of the FY 26 Capital Improvement Plan.
