Issue Statement: The Broward Metropolitan Planning Organization (MPO) Roads for Economic Vitality Grant Program (REV) provides funding for local transportation projects that improve safety and multimodal mobility. Support for such projects is required to establish funding eligibility.  Staff is recommending the submission of the Main Street/NE 12th Avenue Improvement Project for consideration.

Final grant applications for REV must be submitted to the MPO no later than August 13, 2026.  The City’s project application is not considered complete and will not be recommended for further consideration by the MPO without the submission of the resolution of support from the City Commission. 

The City held a public community meeting on June 22, 2026. If awarded, design funding will be available in FY 2032 , and construction funding in FY 2035. 

Recommended Action: Staff recommends that the City Commission approve a resolution of support for the submission of the Roads for Economic Vitality Grant Program for the Main Street/NE 12th Avenue Improvement Project to the Broward Metropolitan Planning Organization (MPO), and further authorize City staff to design and construct the project should the project receive MPO funding.

On October 18, 2023, Commission passed Resolution 2023-177 in support of a grant application submission under the Complete Streets and Other Localized Initiatives Program (CSLIP) for this project. The MPO’s Roads for Economic Vitality Grant Program (REV) is the replacement for CSLIP and provides funding for local transportation projects to improve safety and multi-modal mobility.

Projects submitted for funding shall be eligible for up to a maximum of $5,000,000.

Since the early 2000's the goal of the City Commission has been to establish a viable downtown in the CRA area.  This application furthers that goal by continuing the investment in safe multi-modal access to and around the downtown area.  The proposed project contemplated in this application is the Main Street/NE 12th Avenue Roadway Improvement Project, from Oakland Park Boulevard to NE 36th Street. The improvements being requested for REV funding include:

• Installation of a shared-use path to replace the existing sidewalk
• Traffic pattern changes from one-way to two-way between NE 34^th Street and NE 35^th Street
• Other improvements that may facilitate the first/last mile transportation needs for a proposed bus stop on Oakland Park Boulevard and proposed train stop near NE 36^th Street.

Should the City be awarded the grant, the grant will fund the design and construction for this project. There is no City match required; however, the City will be responsible for covering certain elements of the project (i.e., utility relocations).  These elements will be further defined through the design process.

Staff recommends the City Commission adopt a resolution of support for the submission of the Roads for Economic Vitality Grant Program for the Main Street/NE 12th Avenue Improvement Project to the Broward Metropolitan Planning Organization (MPO), and further authorize City staff to design and construct the project should the project receive MPO funding.
