Issue Statement: In November 2018, Broward County voters approved a 30-year, one percent sales surtax to fund transportation initiatives. Broward County and the cities of Broward County entered into a Transportation System Surtax Interlocal Agreement (ILA) providing for a cooperative and organized process for the municipalities to submit projects for funding with transportation surtax proceeds.

The ILA was amended in 2019, 2021, and in 2025, Broward County and participating municipalities approved a Third Amendment and Restatement of the Transportation System Surtax Interlocal Agreement. The amendment updated the framework for administering municipal surtax funding, including revised funding priorities, establishment of formula-based funding for municipal rehabilitation and maintenance projects, creation of a grant match program, and updated procedures for project funding agreements and municipal project implementation.

For individual projects approved for funding, municipalities are required to enter into project specific Interlocal Agreements in order to seek reimbursement for project related costs. With funding approved for the CSX and FEC Crossing Safety Study (OAKL-007), a project specific ILA is required before the project can proceed to design. The City of Oakland Park has been awarded $150,000 in Transportation Surtax funding.

The work authorization is being considered on a separate agenda.

Recommended Action: City Commission adopt a resolution approving and  authorizing the execution of the project specific ILA between the City and Broward County for the CSX and FEC Crossing Safety Study (OAKL-007).

The City of Oakland Park has been awarded $150,000 in Transportation Surtax funding for the CSX and FEC Crossing Safety Study (OAKL-007). The study will evaluate safety, accessibility, and operational conditions at rail crossings along the CSX and Florida East Coast (FEC) railroad corridors within the City. The assessment will examine interactions between rail operations and vehicular, pedestrian, and bicycle traffic; analyze crash history, travel patterns, and known safety concerns; and identify opportunities to improve connectivity between neighborhoods, schools, parks, transit stops, commercial areas, and other key destinations.

Based on the findings, the study will develop data-driven recommendations and conceptual improvement strategies to enhance safety and mobility along the rail corridors. Potential recommendations may include crossing infrastructure improvements, pedestrian and bicycle safety enhancements, lighting and wayfinding upgrades, grade-separated crossing alternatives, and other measures designed to reduce conflicts and improve corridor connectivity.

Approval of this Interlocal Agreement and the associated work authorization will authorize the City to receive Transportation Surtax funding and allow staff to proceed with the necessary steps to procure consultant services and complete the study.

There is no immediate financial impact to the approval of the Interlocal Agreement  between the City and Broward County for the CSX and FEC Crossing Safety Study  (OAKL-007).  Under the agreement, the City will receive $150,000 for the study.   

A separate item is on this meeting for consideration by the Commission to approve a work authorization with a consultant to perform the study. The related budget amendment to recognize the surtax revenue and appropriate the corresponding expenditure budget is included with that item.
