| | | | | | | | | 1. | BACKGROUND/HISTORY | | | Issue Statement: The City of Oakland Park was awarded Transportation Surtax funding for the CSX and FEC Crossing Safety Study (OAKL-007). The project will evaluate safety, accessibility, and operational conditions at rail crossings along the CSX and Florida East Coast (FEC) railroad corridors within the City and identify opportunities to improve multimodal mobility and connectivity. A separate item is being considered on this agenda for approval of a project-specific Surtax Funding Agreement with Broward County providing $150,000 in funding for the study.
This item seeks approval of a Work Authorization with The Corradino Group, Inc. pursuant to the City's existing Continuing Professional Services Agreement (CCNA) for transportation engineering and planning services. The work authorization will authorize Corradino to perform the CSX and FEC Multimodal Safety and Conflict Mitigation Study for an amount not to exceed $150,000.
The proposed professional services are being advanced under the City’s continuing services contract in accordance with the Consultants’ Competitive Negotiation Act (CCNA), approved on March 20, 2024.
Recommended Action: The City Commission adopt a resolution authorizing the proper City Officials to execute a Work Authorization between the City and The Corradino Group, Inc. for the CSX and FEC Crossing Safety Study and Multimodal Safety Assessment (OAKL-007), for an amount not to exceed $150,000, and approve the proposed budget amendment. |

| | | | | | | | | 2. | CURRENT ACTIVITY | | | The City of Oakland Park was awarded $150,000 in Broward County Transportation Surtax funding for the CSX and FEC Crossing Safety Study and Multimodal Safety Assessment (OAKL-007). The study will evaluate safety, accessibility, and mobility conditions at railroad crossings along the CSX and Florida East Coast (FEC) rail corridors and identify opportunities to improve connectivity for motorists, pedestrians, and bicyclists throughout the City.
The study includes data collection, field investigations, traffic safety analysis, and evaluation of thirteen railroad crossings throughout Oakland Park. Based on the findings, the consultant will develop recommendations to improve safety and mobility, which may include crossing infrastructure improvements, pedestrian and bicycle enhancements, lighting and wayfinding improvements, and other mitigation strategies.
The Corradino Group, Inc. has submitted a proposal through the City's existing CCNA contract to perform the study for a lump sum amount of $150,000. Approval of the Work Authorization will allow staff to proceed with the study and develop recommendations to guide future safety improvements and transportation investments along the City's rail corridors. |

| | | | | | | | | 3. | FINANCIAL IMPACT | | | As outlined in the attached Work Authorization, the total cost of the CSX and FEC Crossing Safety Study (OAKL-007) is $150,000. Funding for this study is provided through the Broward County Transportation Surtax Program under Project OAKL-007. A separate item is on this agenda for consideration by the Commission to approve the Interlocal Agreement (ILA) with the Broward County for the related Surtax funds crossing safety study (OAKL-007). Attached is the proposed Budget Amendment in Exhibit A, recognizing surtax revenue and appropriating the corresponding expenditure budget for the study.
