SUBJECT: Approval to Purchase Medical Supplies from Medline Industries, Inc. Using OMNIA Partners Cooperative Purchasing Contract #2021003157
1.BACKGROUND/HISTORY
    
 

Issue Statement: The Fire Rescue Department routinely purchases pharmaceuticals and related medical supplies for patient treatment during emergency responses. To ensure continued access to essential supplies at competitive prices, the City seeks to utilize the OMNIA Partners, Public Sector cooperative purchasing agreement to procure these items directly from Medline Industries, Inc.

 

Recommended Action:  Staff recommends the City Commission adopt a resolution authorizing the purchase of pharmaceutical and medical supplies from Medline Industries, Inc., utilizing OMNIA Partners Public Sector Contract No. 2021003157, in an amount not to exceed the funding approved in the FY 2027 Operating Budget, subject to final budget adoption and appropriation.

2.CURRENT ACTIVITY
    
 

Medline Industries, Inc. has been awarded a cooperative purchasing agreement through OMNIA Partners, Public Sector. The lead public agency for this contract is the University of California, San Diego. The initial contract was effective from November 1, 2021, through November 2, 2026, with options to renew for three (3) 1-year periods.

 

On January 9, 2026, the University of California, San Diego agreed to amendment # 1 to the agreement making the following change:

 

"Changing Section 2 (Term of Agreement) in the Purchasing Agreement is hereby deleted in its entirety and replaced with the following: “2. Term of Agreement The initial term of the Agreement will be from November 3, 2021 through January 31, 2029 (“Initial Term”)."

 

As an active member of OMNIA Partners, the City of Oakland Park routinely leverages cooperative purchasing agreements to obtain favorable pricing and contract terms without conducting independent solicitations. This contract allows for direct purchase of medical supplies at discounted rates established through competitive procurement.

3.FINANCIAL IMPACT
    
 

No budgetary change is requested for the remainder of FY 2026.

 

Sufficient funding is included in the Fire Rescue Department’s FY 2027 Proposed Budget for the purchase of pharmaceutical and medical supplies from Medline Industries, Inc. Purchases will be based on operational needs and available funding. Individual purchases will remain below $25,000; however, cumulative annual expenditures may exceed $25,000 but will not exceed the amount authorized in the FY 2027 Proposed Budget, unless amended by City Commission action. Funding will become available upon the City Commission’s adoption of the FY 2027 Budget in September.

4.RECOMMENDATION
    
 

Staff recommends the City Commission adopt a resolution authorizing the purchase of pharmaceutical and medical supplies from Medline Industries, Inc., utilizing OMNIA Partners Public Sector Contract No. 2021003157, in an amount not to exceed the funding approved in the FY 2027 Operating Budget, subject to final budget adoption and appropriation.
