SUBJECT: Interlocal Agreement with Broward County for Building Plan Review and Inspection Services 
1.BACKGROUND/HISTORY
    
 
Issue Statement: Broward County, through its Environmental Licensing and Building Permitting Division, has been providing building services to the City of Oakland Park since the early 1990's. The current Interlocal Agreement (ILA) with Broward County to provide building plan review and inspection services to the City is due to expire on September 30, 2026. A renewal letter and updated contract has been sent to the City from Broward County.

 

Recommended Action: The City Commission adopt a resolution authorizing the appropriate City officials to execute the Interlocal Agreement for Building Code Services with Broward County for a five (5) year continuation of these services with an optional five (5) year renewal upon request by the City.

 

The execution of this Interlocal Agreement (ILA) will allow the City to continue utilizing Broward County's plan review and inspection services on an as-needed basis. The Building Division processes hundreds of permit applications each month and requires the flexibility to supplement in-house resources to maintain timely customer service and efficient permit processing. In addition to Broward County, the City utilizes two other consultant firms to provide plan review and inspection services when needed to address workload demands, specialized reviews, emergency situations, and after-hours, weekend, or holiday inspections. These agreements, together with City staff, provide the Building Division with the resources necessary to maintain service levels and meet operational needs.

2.CURRENT ACTIVITY
    
 
Broward County has been providing services in the structural, electrical, mechanical, and plumbing trades since the 1990's.

 

With the City having multiple large private development projects and several large municipal projects, it is necessary that the Building Department have the flexibility to increase resources as needed based on demand. Having multiple consultants allows the Building Department to fill resource voids when demand increases and scale back when demand decreases.

 

Execution of the attached ILA will allow for the continuation of services. The term of the agreement will be from October 1, 2026, to September 30, 2031, but may be renewed for an additional five-year period upon request of the City and approval of the County Administrator.

 

Hourly rates for Broward County are attached to the item. The ILA provides for hourly rate increases on an annual basis of up to ten percent (10%) a year. Notice of any increase must be provided no later than May 1st of each year, with revised rates only taking effect on October 1st of the same year.

3.FINANCIAL IMPACT
    
 Sufficient funding is included in the FY 2027 Recommended Budget of the Building and Permitting Department for these services on an as-needed basis. The funds will become available upon the City Commission’s adoption of the FY 2027 Recommended Budget in September.  In FY 2025, the City expended about $550,000 on plan review and inspection services provided by Broward County. 
4.RECOMMENDATION
    
 The City Commission adopt a resolution authorizing the appropriate City officials to execute the Interlocal Agreement for Building Code Services with Broward County for a five (5) year continuation of these services with an optional five (5) year renewal upon request by the City.
