SUBJECT: Resolution authorizing the City to enter into an Agreement with Zyscovich Architects for TASK 1 of the Master Planning, Visioning and Design Guidelines Development for City Facilities; and City Commission authorization of the expenditure for the attached scope of services
1.BACKGROUND/HISTORY
    
 

Issue Statement: On April 3, 2019, the City Commission authorized staff to negotiate an agreement for the Master Planning, Visioning and Design Guideline Development for City Facilities and bring back for City Commission approval as authorized by RFQ# 122018.  This agenda item seeks to award Task 1 of the RFQ.

  

Recommended Action:  The City Commission adopt a Resolution authorizing the City to enter into an Agreement with Zyscovich Architects for Task 1 of the Master Planning, Visioning and Design Guidelines Development for City Facilities; and City Commission authorization of the expenditure for the attached scope of services.

 

On April 3, 2019, the City Commission authorized staff to negotiate an agreement or agreements with the top-ranked firms for the  RFQ #122018 Master Planning, Visioning and Design Guideline Development for City Facilities.  The RFQ had a scope of services with three separate tasks:

 

Task One – Uniform Vision and Facades for City Facilities - to provide a uniform architectural aesthetic vision and façades for new and renovated City facilities that will be consistent with the strategic vision and image of the City;

 

Task Two – Master Planning and Phasing - to provide scheduling, cost estimating and planning for bond projects in a manner that will maintain continuity of city services while maximizing value and utilizing resources judiciously;

 

Task Three – Master Plan Central City/Park - to provide a plan that optimize opportunities and maximizes value of City resources. 

 

A copy of the full scope of services is attached. Under the RFQ, the City reserved the right to divide the tasks and award to one or more proposer if it is in the best interest of the City.

 

This agenda item only pertains to the award of a contract for Task One; other tasks will be brought to the Commission for consideration at a later date.

 

  

2.CURRENT ACTIVITY
    
 

On April 3, 2019, the City Commission authorized staff to negotiate an agreement or agreements with the top-ranked firms for the  RFQ #122018 Master Planning, Visioning and Design Guideline Development for City Facilities. This agenda item only pertains to the award of a contract for Task One; other tasks will be brought to the Commission for consideration at a later date. Staff seeks to enter into a contract with Zyscovich Architects, and expenditure authorization from the City Commission for Task One.

 

Attached please find the negotiated Scope of Services with Zyscovich Architects for the following work as shown in the attached scope of services from the RFQ:

 

TASK ONE – Uniform Vision and Façades for City Facilities: Create a uniform architectural aesthetic vision and façade for city facilities which may include, fire stations, community centers, and other city facilities. The consultant shall create renderings of the building to express the look, feel, and caliber of development acceptable to the City. The consultant may provide master planning of different City sites, create design guidelines for City facilities, conceptual designs, preliminary cost estimations, and provide oversight and review through design to ensure the vision and guidelines are met.  

 

The task costs and detailed scope are attached to this document.  As shown therein, the cost of the Task One components is $139,500.   Zyscovich Architects will create architectural renderings of selected building facades to express the look, feel, and caliber of uniform development desired  by the City in all newly constructed city facilities. Zyscovich will provide conceptual planning and designs, design guidelines, and construction cost estimates.  The task will focus on three primary buildings: Fire Station No. 9, the Collins Community Center, and the Public Works Building.  

3.FINANCIAL IMPACT
    
 

As shown in the attached Agreement, the total estimated cost for Task One of the Facilities Master Plan and Visioning is $139,500. The total estimated cost will be shared between the General Fund and Water-Sewer Fund based on the attributable scope of work. The cost borne by the General Fund will be covered by savings.  Subsequently, staff will explore whether these funds can/should be recoverable from the bond.  The Water-Sewer Fund's portion of the estimated cost can be accommodated from their FY19 Operating Budget.

 

Attached in Exhibit B is the proposed budget amendment to move funds from CRA to General Fund to provide funding for GF's portion of the estimated cost.  The tasks related to the General Fund projects (Fire Station No. 9 and the Collins Community Center) are general obligation bond projects and the costs for this planning work ($112,000) may, at a later date, be reimbursed using bond proceeds.

4.RECOMMENDATION
    
 The City Commission adopt a Resolution authorizing the City to enter into an Agreement with Zyscovich Architects for TASK 1 of the Master Planning, Visioning and Design Guidelines Development for City Facilities and authorization of the expenditure for the attached scope of services; as well as approve the Proposed Budget Amendment to provide funding for the above-mentioned expenditure.
