| | | | | | | | SUBJECT: Award of Request for Proposal #052419-0-2019 "Treatment Plant Building Demolition" to Provide Demolition and Debris Removal Services for the Decommissioned Wastewater Treatment Plant |

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: As part of the consolidation of Public Works Administration and Maintenance Operations to the property located at 5100 NE 12 Terrace, the City issued an Invitation to Bid (ITB) to secure a qualified contractor for the demolition of the decommissioned wastewater treatment plant and associated components.
Services include demolition and debris removal of the aeration tanks, clarifiers and associated buildings, including removal of below-grade construction, as well as disconnecting, capping or sealing and removing site utilities.
On April 22, 2019, the City issued an Invitation to Bid (ITB) to secure bids from qualified Contractors for these services.
Recommended Action: The City Commission adopt a resolution authorizing the execution of a contract with the most responsible and responsive bidder for demolition and debris removal services in response to the City’s Request for Proposal #052419-0-2019 "Treatment Plant Building Demolition" – Paragon Construction Unlimited Inc.

| | | | | | | | 2. | CURRENT ACTIVITY | | On May 24, bids were opened and four (4) bids were received.
1. The BG Group – $173,735.00
2. Paragon Construction Unlimited Inc. – $179,583.00
3. Alpha Wrecking Group - $472,250.00
4. Continental Construction USA - $976,000.00
After review of the bids, associated documents and references, the apparent low bidder, The BG Group, was deemed not to be responsive as they did not provide a cost for additional debris removal per cubic yard as required in Addendum # 1, which they acknowledged they received. As a result, the most responsible and responsive bidder is determined to be Paragon Construction Unlimited Inc. |

| | | | | | | | 3. | FINANCIAL IMPACT | | Based on the bid received from the lowest-priced responsible and responsive bidder, Paragon Construction Unlimited Inc., the lump sum bid price is $179,583 as shown in the attached bid submissions. In addition, given the age of the structures and limited as-built information, additional removal may be needed for unknown structures. As a result, Addendum 1 includes a per cubic yard pay item of $80 per cubic yard. Additional funding to cover potential removal of up to 100 cubic yards is recommended to be awarded as well, which is $8,000. The total award is $187,583 ($179,583 + $8,000). Funds are available in the FY19 Budget of the Water & Sewer Fund for the implementation of the new public works facility, which will be housed at this location.
