SUBJECT: Interlocal Agreement with Broward County for Optional Solid Waste Services
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City participates with Broward County to provide its residents with Household Hazardous Waste (HHW) and resident disposal services for bulk and yard waste through an Interlocal Agreement (ILA) that expires on September 3, 2019.  In order to continue to offer these services to our residents, the City will need to enter into a new ILA.

 

Solution Statement: City Commission adopt a resolution authorizing proper City officials to execute an Interlocal Agreement (ILA) with Broward County for Household Hazardous Waste disposal and Bulk Trash & Yard Waste drop off services contained in the Optional County Solid Waste Services ILA (attached).

 

History: In 2013, the City entered into an ILA with Broward County for solid waste disposal services.  That agreement included drop-off services for HHW and Bulk & Yard Waste.  The City renewed that agreement at the June 20, 2018 Commission meeting.  The ILA includes three separate activities:

 

  • Keep Broward Beautiful
  • Household Hazardous Waste Disposal
  • Bulk Trash and Yard Waste Drop-Off Programs
2.CURRENT ACTIVITY
    
 

In June 2019, Broward County Board of County Commissioners approved the attached Interlocal Agreement (ILA) for Optional Solid Waste Services. The ILA included three separate activities:

 

  • Keep Broward Beautiful
  • Household Hazardous Waste Disposal
  • Bulk Trash and Yard Waste Drop-Off Programs

 

Cities can choose to participate in any or all of services.  Oakland Park is opting to participate in two of the three areas:

 

  • Household Hazardous Waste Disposal
  • Bulk Trash and Yard Waste Drop-Off Programs

 

 

The City has its own “Adopt a Street” program and is not opting to participate in the "Keep Broward Beautiful" program.

 

The drop off locations for the two programs remain the same and are as follows:

 

  • HHW: 2780 North Powerline Road Pompano Beach
    Saturdays and the 3rd Friday of the month
    8:00 am to 4:00 pm


  • Bulk Trash and Yard Waste: 2780 North Powerline Road Pompano Beach
    Saturdays from 8:00 am to 4:00 pm

 

This ILA is for 1 year and has 4 additional 1 year optional extensions.

3.FINANCIAL IMPACT
    
 

The ILA has annual fees associated with these services based on the municipalities' 2010 population.  Oakland Park’s share for the two services is:

 

  • Household Hazardous Waste Disposal - $100,098
  • Bulk Trash and Yard Waste Drop-Off Programs - $54,186

 

Sufficient funds are included in the proposed FY20 Operating budget to pay for the foregoing services.  

4.RECOMMENDATION
    
 Staff recommends the City Commission adopt a resolution authorizing proper City officials to execute the Interlocal Agreement (ILA) with Broward County for Optional Solid Waste Services limited to Household Hazardous Waste and Bulk & Yard Waste Drop Off Services.
