SUBJECT: Disaster Related Debris Disposal with Bergeron Emergency Services
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City does not have any debris management sites within its municipal boundary and typically will use sites set up and operated by Broward County.  In preparation for hurricane season, the City would like to expand the potential disposal sites available to better allow for the expeditious clearing of vegetative debris generated during a hurricane and other emergency events.

 

Recommended Action: City Commission adopt a resolution authorizing the proper city official to execute an agreement between the City and Bergeron Emergency Services to allow the City to have the option to work with multiple disposal facilities depending on the severity of the storm and the amount and type of debris generated.  This approval will enable both Contractors previously awarded disaster debris removal and disposal contracts to utilize the facility when directed by city staff.  This agreement is valid for one year.

 

History: On May 16, 2018, the City Commission approved award of disaster debris removal and disposal contracts to the top two Contractors (Bergeron Emergency Services and Crowder Gulf LLC.) that can manage citywide debris removal after a hurricane and other emergency events.  This award was based on a Request for Proposals for Disaster Debris Removal and Disposal Services released by the City on March 13, 2018.  The contracts are for an initial 3-year period with an allowance of two additional three year extensions. Debris sites were not included in the solicitation, but both firms would be the primary agents utilizing the proposed debris site.
2.CURRENT ACTIVITY
    
 

Bergeron Emergency Services has property in Davie that has been permitted by FEMA as a Vegetation Debris Management Site (DMS) for emergency debris.  Bergeron is offering to allow the City to dispose of the vegetation at this site should an emergency debris removal event occur.

 

Staff has reviewed the agreement and site with our Emergency Monitoring firm, Witt O'Brien.  Witt has confirmed that this site has been approved by FEMA.

3.FINANCIAL IMPACT
    
 The approval of this contract has no immediate financial impact; however, in the event of a storm, the pricing in the contract will apply for vegetative materials brought to the facility for disposal.  The majority of funding spent on any declared emergency is eligible for reimbursement from FEMA (Federal Emergency Management Agency).
4.RECOMMENDATION
    
 Staff recommends the City Commission adopt a resolution authorizing execution of an agreement between the City and Bergeron Emergency Services to allow the City to expand the potential disposal sites available in a disaster situation.
