On April 25, 2019, the Request for Qualifications (RFQ) # 052819 Continuing Professional Architectural and Engineering Services was advertised and released. The City identified six architectural and engineering disciplines in the RFQ document (See attachment "A" RFQ # 052819). The intent of this RFQ is to award contracts to firms in each of the following identified disciplines:

General Civil Engineering

Mechanical/Electrical/Plumbing Engineering

Transportation/Transit Engineering

Water/Wastewater/Stormwater Engineering

Geotechnical Engineering
-
Other Services - to include but not be limited to:
- Bridges
- Unsafe Structures
- Land Surveying
- Construction Engineering and Inspection (CEI) FDOT Certified
- CEI Non-FDOT Certified
- Project Management
- Owners Representative
- Cost Estimating
Responses were due on May 28, 2019 and were opened shortly thereafter. A total of forty-nine (49) proposal responses were received (see attachment Bid Opening Memo). Staff assembled eight (8) evaluation committees (one per discipline identified above) to review and rank the qualifications of the consultants within each discipline. Each firm was assigned a score between 0 to 100 points.
Each evaluation committee reviewed and evaluated the proposals based on the criteria listed in the RFQ.
To adhere to the State Consultant Competitive Negotiation Act (CCNA), the RFQ cannot request price quotes for services until after the firms had been ranked based upon their qualifications and abilities.
The ranking and shortlist are attached to this agenda item as Exhibit D. With the exception of the "Other Services" discipline, the shortlist for all disciplines consists of those firms that received average scores from evaluators of 75 points or more. The "Other Services" category contains a variety of different fields and the shortlist consists of all firms scoring 60 points or more.
Staff is recommending the City Commission approve the ranked shortlisted firms per discipline, and upon approval of the rankings, staff will begin negotiations with the firms and bring back the contracts for City Commission approval.
