Issue Statement: On June 20, 2018, the City Commission approved a Resolution for the application of the 2018 Public Library Construction Grant from the Florida Department of State, Division of Library and Information Services. The project was ranked #5 on the Florida Department of State; however, only the first two projects were funded by the State during this cycle due to lack of funding. A resolution of support is needed to carry over the City’s ranking for consideration in the 2020 budget cycle. Staff is aware that the location of a future library remains under discussion. However, in order to keep the City’s grant application in the current queue, staff seeks continued Commission support for the application.
Recommended Action: The City Commission adopt a resolution of support for the Public Library Project.
Background: As presented to the City Commission and in community meetings, the City’s Facility Studies from 2010 and 2018 identified deficiencies at several of the City’s facilities. The deficiencies identified at the Library, include but are not limited to, lack of fire sprinklers, deficient roof structure, roof leaks, inefficient plumbing system and noted extensive system upgrades needed to be compliant with current Florida Building and Life Safety Codes.
On May 2, 2018, the City Commission approved the language to be placed on the November ballot for the voters to consider a bond that will enable the City to address facilities. In order to assist with the bond effort and reduce the cost to tax payers, staff will continue to aggressively seek grant funding. The funding provided by this grant would assist with construction activities for the City Library.
The Florida Department of State through the Division of Library and Information Services provides funding for the development of public libraries. The maximum award per application is $500,000.
