Issue Statement: On February 7, 2018, the City Commission of the City of Oakland Park designated the 2.07-acre City owned property located on North Dixie Highway between N.E. 37th Street and N.E. 39th Street (formerly referred to as the “Dixie Lots”) as a Green Reuse Area (Brownfield Area). Under the applicable provisions of the governing statute, the City is required to present a site assessment report, remediation plan, and Brownfield Site Rehabilitation Agreement to an Advisory Committee. The person responsible for brownfield site rehabilitation, which would be the City of Oakland Park, must hold a meeting or attend a regularly scheduled meeting to inform the advisory committee of the findings and recommendations in the site assessment report or the technical document containing the proposed course of action following site assessment.
Background: The purpose of designating a site as a Brownfield is to promote environmental restoration, economic redevelopment, and more sustainable growth. Now that the designation is in place, the City is able to enter into a Brownfield Site Rehabilitation Agreement (BSRA) with Broward County and access financial and regulatory incentives, including but not limited to Voluntary Cleanup Tax Credits which will allow the City to recapture at least 67.5% of all costs spent on addressing contamination in connection with the project.
The City has been working with Langan Engineering, in partnership with Integra, the project developer, who has completed the initial environmental testing and established a proposed site remediation plan.
