SUBJECT: Annual Update to the Capital Improvements Element 2020.
1.BACKGROUND/HISTORY
    
 

Issue Statement: The State Department of Economic Opportunity (DEO) requires the City to annually review the Capital Improvements Element (CIE) of the City's Comprehensive Plan. This update is required by State Statute and is exclusively to update the Capital Improvement Element with the Capital Improvement 5-year plan that was part of the 2019/20 fiscal year budget.

 

Recommended Action: City Commission approve the 2020 annual update of the Capital Improvements Element (CIE), previously approved by the City Commission as part of the present five-year CIP plan of the FY 2020 adopted budget.
2.CURRENT ACTIVITY
    
 

The purpose of the Capital Improvement Element (CIE) is to document those Citywide Capital Improvements that are necessary to maintain the adopted level of service for sanitary sewers, potable water, drainage, parks, and transportation. The update to the schedule can be accomplished by Ordinance and will not be considered an amendment to the Comprehensive Plan.

 

Currently, Chapter 163.3177 of the Florida State Statute requires the CIE be reviewed by local governments annually; however, there is no specific deadline as to when this is to be done. The Ordinance also provides for the modifications to the 5-year capital improvements schedule for fiscal years 2020 through 2024.


This schedule is attached as Table 11 of Exhibit “A”. Additionally, transportation projects from the Broward Metropolitan Planning Organization’s (MPO) adopted five-year transportation improvement program that are located within the City of Oakland Park are listed in Table 2 of Exhibit “A”.

 

This update is required by State Statute and is exclusively to update the Capital Improvement Element with the Capital Improvement 5-year plan that was part of the 2019/20 fiscal year budget.

3.FINANCIAL IMPACT
    
 There is no financial impact in approving the CIE.  The CIE includes projects that were approved by the City Commission as part of the FY2020 CIP.
4.RECOMMENDATION
    
 

Staff recommends the City Commission approve by Ordinance, the 2020 annual update of the Capital Improvements Element (CIE), previously approved by the City Commission as part of the present five-year CIP plan of the FY 2020 adopted budget.
