Issue Statement: The City of Oakland Park has existing galvanized water services that have reached their service life and are in need of replacement.  Staff seeks to enter into a continuing contract for miscellaneous water service replacement and approve a work authorization for the replacement of water services on Prospect Road.   

Recommended Action: Staff recommends the approval of a continuing contract with Giannetti Contracting Corporation for replacement of galvanized water services in the City piggybacking on a Broward County competitively bid unit price contract and approve a Work Authorization in an amount not to exceed $150,000 to replace the galvanized water services in Prospect Road

Background:  The City has over 9,000 meters and water services connections within its water services area. Some of those service lines are deteriorating and need to be replaced. Broward County has an approved competitively bid contract that has favorable water service line replacement unit prices that the contractor, Giannetti, is willing to extend to the City.

In addition to the unit prices in the Broward County Contract, each Work Authorization may add on Mobilization, Maintenance of Traffic (MOT), and/or Performance, Payment & Warranty Bonds depending on the extent of the work being performed, City requirements or other regulatory needs.

Prospect Road is under construction and the entire road is to be resurfaced.  The City is seeking to replace the existing water services in coordination with the roadway construction project to save on repaving costs and avoid the potential of breaks from outdated service lines after the new road is built.   

The replacement of the water services has been coordinated with, FDOT, the Prospect Road Contractor, and Giannetti. 

Using the continuing service contract being approved as part of this item, a Work Authorization in the amount not to exceed $150,000 is being requested to be approved to replace the allowable service lines within Prospect Road.

Funds are available within the Capital Outlay  - Infrastructure account of the Water and Sewer Fund to provide funding for water service replacement in Prospect Road at an amount not to exceed $150,000, as shown in the attached Work Authorization.  

The proposed expenditures are as follows:

Staff recommends City Commission:

1. Approve the continuing services contract with Giannetti Contracting Corp. for replacement of water services laterals; and

2. Authorize the proper City Officials to execute Work Authorization No. 1 in an amount not to exceed $150,000
