SUBJECT: Request to enter into an agreement with Zyscovich Architects for Task 3 of  the Request for Qualifications (RFQ) #02218, Downtown Urban Design and Planning Services, for the City Hall site analysis.   
1.BACKGROUND/HISTORY
    
 

Issue Statement: On January 12, 2018, a Request for Qualifications (RFQ) for Downtown Urban Design and Planning Services was released.  The scope of services included three tasks: (1) updating the Downtown Design Guidelines, (2) Downtown Zoning and Land Use updates, and (3) Analysis of the City Hall site. 

 

Tasks 1 and 2 for the updates to the Downtown Design Guidelines and Downtown Land Use and Zoning amendments were awarded to Zyscovich Architects on November 7, 2018.  

 

This item seeks to award the remaining task  - Task 3: City Hall Redevelopment Site Analysis.

 

Recommended Action:  The City Commission adopt a Resolution authorizing the City to enter into an Agreement with Zyscovich Architects for Task 3 of the Downtown urban planning and design services; and City Commission authorization of the expenditure for the attached scope of services; and approving the proposed Budget Amendment.

2.CURRENT ACTIVITY
    
 

Since 2018, Zyscovich Architects have been working on Task 1 and Task 2: a review and analysis of the downtown regulations and guidelines.  This review involved input from the community, stakeholder group, City Commission, businesses, and staff.  The collaboration and input established the following vision and goals as the foundation of the review and future of the downtown:

 

  • Capitalize on the unique character of the Downtown
  • Provide Greater Connectivity and Improve Mobility
  • Enhance Gateway to Downtown
  • Create a District wide Parking Strategy
  • Support Sustainable Economic Development
  • Expand, Protect and Enhance Open Space
  •  

     

    This item seeks to complete the last task for the Downtown Urban Planning and Design Services to provide the best use analysis, develop the conceptual design, and building envelop for the City Hall site.  The Task 3 analysis will follow the aforementioned vision and goals for the Downtown and include the opportunity for Community input. 

     

    The Zyscovich Team will prepare conceptual design options for the City Hall site   under the above guiding vision and goals, community input, and development trends.  The final product will include renderings and potential development scenarios for the City Hall Site to include the exterior sketch renderings of the proposed site and proposed building envelope with a conceptual site plan layout. 

     

     

    3.FINANCIAL IMPACT
        
     

    As shown in the attached scope of services from Zyscovich Architects, the estimated cost for Task 3 of the Downtown Urban Planning and Design Services is $65,430.  This was not included in the FY 20 Budget but funds are available in the Capital Improvement Program (CIP) Fund that can be utilized for such service. Attached in Exhibit A is the proposed Budget Amendment reducing the transfer of funds to CIP from General Fund and utilizing such funds for the services described in the foregoing.

    4.RECOMMENDATION
