SUBJECT: Ordinance amending Chapter 8, Section 8-21 (h) providing for the fee structure for the Parks and Leisure Services Department to be set by Resolution.
1.BACKGROUND/HISTORY
    
 

Issue Statement: In an effort to increase efficiency and create a more user friendly approach and ease of access to finding information, over the past year the City has been reviewing City fees and incorporating City fees into a Fee Schedule/Book.   The current Parks and Leisure Services Fee Schedule is based on fees that were adopted by the City Commission in 2010.  Since then, there have been increases in costs for providing these services.  Staff is reviewing the Parks fees and is seeking to remove the current fees from City Ordinance and incorporate these into a comprehensive user friendly Fee Booklet of City Fees.

 

Recommended Action: Staff recommends that the City Commission adopt an ordinance amending Chapter 8, Section 8-21 (h) providing for a resolution to amend the fee structure for the Parks and Leisure Services Department to be set by Resolution.

 

The proposed Parks fees will be presented along with Second Reading of the Ordinance.
2.CURRENT ACTIVITY
    
 

The Parks and Leisure Services Department conducted a program cost analysis as well as researched other cities in Broward County to set fees that are consistent with other similar Parks and Recreation Departments.  Staff recommends amending City Ordinance Chapter 8, Section 8-21.1(h) and updating the fees to be set by Resolution.  The resolution adopting the new fee schedule will be provided for adoption as part of the second reading of the proposed ordinance.

 

Fees will take effect immediately upon adoption of the new schedule and will be implemented as a new athletic season or program initiates or when a membership renewal is required

3.FINANCIAL IMPACT
    
 Implementation of the new Fee Schedule will help offset the increasing costs  required to offer these programs and services.
4.RECOMMENDATION
    
 It is recommended that the City Commission adopt an Ordinance on first reading amending Chapter 8, Section 8-21.1(h) of the City Code of Ordinances to provide for an amendment to the Parks and Leisure Services Fees and set the fees by Resolution.
