SUBJECT:

Adopt a Resolution Approving the conversion of the NW 21st Avenue Improvement Project (South of Oakland Park Blvd.) from the Complete Streets and Other Localized Initiatives Program (CSLIP) to the Local Agency Program (LAP).

1.BACKGROUND/HISTORY
    
 

Issue Statement: The Florida Department of Transportation will no longer be designing and constructing projects as a part of the Broward County Metropolitan Planning Organization’s (MPO) Complete Streets and other Localized Initiatives Program (CSLIP) process. Therefore, projects previously deemed eligible for funding based on the CSLIP process need to be converted to LAP with the Local Agency authorizing the conversion.

Recommended Action:  Staff recommends that City Commission adopt a resolution approving the conversion of the NW 21st Avenue Project (south of Oakland Park Blvd.) from the Complete Streets and other Localized Initiatives Program (CSLIP) to the Local Agency Program (LAP).

2.CURRENT ACTIVITY
    
 

In 2019 the City submitted a Complete Streets and Other Localized Initiatives Program (CSLIP) application to the MPO to fund the NW 21st Avenue Improvement Project which extends from NW 26th Street to Oakland Park Boulevard for significant improvements and from Oakland Park Boulevard to Commercial Boulevard for green bike lane treatment installation.

Proposed improvement include (South of Oakland Park Boulevard):

  • Construction of medians (elimination of bi-directional turn lanes)*

  • Widening of the current bicycle lanes from 4.5 feet to 5 feet

  • Installation of Solid/Continuous Green Bicycle Lanes

  • Narrowing of the vehicular travel lanes from 12 feet to 11 feet

  • Installation of irrigation sleeves

  • Milling and Resurfacing of the Roadway

 

 

*Please note, landscaping is an eligible grant expense.  The City will seek additional funding opportunities for landscaping.  

Under initial CSLIP guidelines, projects deemed eligible for CSLIP funding were designed and constructed by the Florida Department of Transportation (FDOT) with the MPO fully funding the project including design, construction & engineering inspection (CEI), and construction.

FDOT recently changed their policy and will no longer be designing and constructing CSLIP projects on behalf of municipalities as they had done in prior years. Projects will now be delivered using the LAP process and the MPO will provide funding for design and CEI for the projects.

3.FINANCIAL IMPACT
    
 

There is no financial impact by converting the NW 21st Avenue Improvement Project (South of Oakland Park Blvd.) from the Complete Streets and other Localized Initiatives Program (CSLIP) to the Local Agency Program (LAP).  Any eligible expenses, including design and CEI, will be reimbursed by the MPO.

 

4.RECOMMENDATION
    
 

Staff recommends that City Commission adopt a resolution approving the conversion of the NW 21st Avenue Project (south of Oakland Park Blvd.) from the Complete Streets and other Localized Initiatives Program (CSLIP) to the Local Agency Program (LAP).
