SUBJECT: Execution of a Highway Maintenance Memorandum of Agreement (HMMOA) with the Florida Department of Transportation (FDOT) for the Oakland Park Elementary Sidewalk Project.
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City was awarded a grant for the installation of sidewalks in the area surrounding Oakland Park Elementary thru the Complete Streets and Other Localized Initiative Program (CSLIP).  The program award requires the Florida Department of Transportation (FDOT) to design and build the sidewalks.  FDOT, as the project administrator, requires the City to enter into a Highway Maintenance Memorandum of Agreement (HMMOA) for the Project.

 

Recommended Action: Staff recommends that City Commission adopt a resolution authorizing the appropriate City Officials to execute the HMMOA between FDOT and the City of Oakland Park for the Oakland Park Elementary Sidewalk Project and related documents that may be required by FDOT to implement this project.

2.CURRENT ACTIVITY
    
 

On January 6, 2016, the City Commission, by way of Resolution No. R-2016-007, authorized submission of a Complete Streets and Other Localized Initiatives Program (CSLIP) grant application for the Oakland Park Elementary Sidewalk Connectivity Project.  The project was placed in the FDOT 5-year work program with design having commenced in 2020 with construction anticipated in 2022. 

 

Additionally, at the September 20, 2018 City Commission meeting, the Commission approved Resolution No. R-2018-143 supporting the MPO funded Oakland Park Elementary Sidewalk Connectivity Project (FM #439990).  This resolution of support expressed the City's support for the Florida Department of Transportation to fully administer the design and construction phases of the project within the City’s right of way/jurisdiction and confirm the City's commitment to maintain the project upon completion.  

 

Prior to design commencement, the City along with FDOT, participated in a neighborhood meeting.  The residents’ feedback was incorporated into the design of the project.  A future Preconstruction meeting will be coordinated with the Neighborhood Association and noticed to all property owners prior to the commencement off construction.  

3.FINANCIAL IMPACT
    
 Once the project is completed and accepted by the City, maintenance will be required as provided for by City code.
4.RECOMMENDATION
