Solid Waste Container Repair and Maintenance Contract Renewal |

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: The City provides garbage service to all residents and businesses in the city. Residents are provided garbage and recycling carts. Businesses have the option of cart or dumpster service, depending on the volume of garbage. Dumpsters are regularly in need of repair and maintenance.
Recommended Action: The City Commission adopt a resolution renewing the contract with GT Supplies, Inc., for container repair and maintenance and authorizing expenditures up to $75,000 per fiscal year.
Background: The City uses various sizes of dumpsters for solid waste commercial customers. Dumpsters are subject to wear and tear from exposure to weather and the nature of the materials disposed of in the containers. Dumpsters require periodic maintenance to preserve integrity of the container and for aesthetic purposes. The Public Works Department's Solid Waste Division budgets an annual amount for dumpster repair and maintenance.
The Solid Waste Division currently utilizes approximately 800 various sized dumpsters citywide. This number does not include dumpsters stored in the City's storage yard, and the ones which are awaiting repair and reconditioning. The alternative to routine container repair would be to purchase new containers which are a substantial cost when compared to the current repair costs. Repairing and reconditioning the existing inventory of dumpsters extends the useful life by five to seven years. |

| | | | | | | | 2. | CURRENT ACTIVITY | | On May 16, 2018, the City Commission awarded a contract to GT Supplies, Inc., for Container Repair and Maintenance. For the last two Invitations to Bid released for this service/supply, GT Supplies, Inc. was the only vendor to submit a bid.
The initial Contract was for three (3) years, expiring on May 15, 2021 with the option to extend the Contract for two (2) additional two year (2) periods, at terms and conditions mutually acceptable to both parties. The City and GT Supplies, Inc. wish to enter into the first two (2) year extension to the original agreement effective May 16, 2021 through May 15, 2023.
Due to the significant increase in steel prices over the past six months, the attached rates would be subject to change; however, GT Supplies has agreed to keep the current costs as is with the ability to seek a surcharge of up to 65% on the rates for steel sheets used for dumpster bottoms only. The City is agreeable to this surcharge as to not be locked into this price increase for the next two years, adjusting accordingly once the cost of steel stabilizes. Prior to performing work, vendor is required to submit the requested surcharge percentage to the City for review and approval. GT Supplies shall provide documentation as requested by the City to substantiate the basis for any surcharge requested.

| | | | | | | | 3. | FINANCIAL IMPACT | | Expenditures for the repair and maintenance of commercial dumpster maintenance vary from year to year depending on the number and types of repairs required. Sufficient funds are included in the Solid Waste Fund's Repair and Maintenance to cover for the annual costs associated with the commercial dumpster maintenance contract. The proposed expenditures are as follows:
