Case #CD21-09T “Electric Vehicle Charging” A public hearing to consider an ordinance to amend the City of Oakland Park Code of Ordinances, Chapter 24, Land Development Code to require electric vehicle charging infrastructure for all newly constructed residential buildings and charging stations at newly constructed multi-family and mixed-use residential projects.

1.BACKGROUND/HISTORY
    
 

Issue Statement: In order to accommodate the increasing utilization of electric vehicles, regulations requiring electric vehicle charging infrastructure for newly constructed residential properties are proposed to benefit the environment and the City of Oakland Park.

  

Recommended Action:  The City Commission conduct a public hearing and thereafter adopt the Ordinance to require electric vehicle charging infrastructure at new single-family, two-family and townhouse residential and electric vehicle charging infrastructure and charging stations at new multi-family and mixed-use residential projects.

 

BackgroundOn March 3, 2021, The City Commission received consensus to bring forward a revision to Chapter 24, Land Development Code to include a building code requirement for 220 electrical outlets in new construction in garage or carport for smart cars. 

 

  • Planning & Zoning Board: At its April 12, 2021 public hearing, the Planning

    and Zoning Board voted 4-0 to recommend approval of the Ordinance, with the added recommendation that City staff consider an additional text amendment requiring electric vehicle charging stations at commercial, business and city-owned facilities as well at any new development.

 

 

 

2.CURRENT ACTIVITY
    
 

Electric vehicles are increasing in popularity, and some car manufactures are switching to all electric offerings in the near future.  For the benefit of residents, the City proposes a text amendment to require new residential buildings constructed after passage of the ordinance to accommodate these vehicles and the infrastructure needed to charge them.    

 

The following summarizes the proposed text amendments the to the City of Oakland Park Land Development Code: 

 

1. New single-family, two-family and townhouse residential: shall provide all necessary infrastructure for one (1) electric vehicle station per residential unit at the time of construction of the residential units. Required infrastructure shall include the electric wiring, conduit, receptacle and circuit breakers necessary to readily accommodate future installation. Wiring, conduit, and receptible shall be installed up to the point where the charging station will be located.

 

2. New multi-family and mixed-use residential: (excluding two-family and townhouse residential) shall install electric vehicle charging infrastructure and charging station(s) equipment within the project at the rate of five (5) percent of the total number of required residential parking spaces as approved by the Development Review Committee. If five (5) percent calculates to less than one, at least one electric vehicle charging station shall be installed for the assigned spaces and one for the unassigned spaces.

 

 The 5% for multi-family was based on a review of peer cities including the City of Wilton Manors which requires 5% for multi-family.

 

3.  Additional requirements: provide for signage, defining the calculation of the number of parking spaces required to comply with this ordinance, and implementation information.

4.RECOMMENDATION
    
 The City Commission conduct a public hearing and thereafter adopt the Ordinance to require electric vehicle charging infrastructure at new single-family, two-family and townhouse residential and electric vehicle charging infrastructure and charging stations at new multi-family and mixed-use residential projects.
