SUBJECT: Approval of Work Authorization for Miller Legg for Architectural and Engineering Services for Design of Richard E. Giusti Heart Par Cours Park. 
1.BACKGROUND/HISTORY
    
 Issue Statement: On March 18, 2020, the City Commission approved the submission of the 46th Year Community Development Block Grant (CDBG) for the construction of a Dog Park (Wag Park) and Parking Lot at Richard E. Giusti Heart Par Cours Park (Giusti Park). On July 2, 2020, the grant was awarded for improvements to the Richard E. Guisti Heart Par Cours Park. Also, on April 7, 2021, the City Commission approved the submission of the 47th Year Community Development Block Grant (CDBG) for the construction of additional amenities and improvements at Giusti Park.  

To meet the grant milestones, and the ultimate deadline for completion, the City requested a proposal from Miller Legg & Associates, Inc., one of the City's engineering firms under contract, to provide necessary architectural and engineering design services to prepare required construction design documents.  

Recommended Action: Staff recommends the City Commission adopt a resolution authorizing the proper City Official to execute a Work Authorization between the City and Miller Legg & Associates, Inc. for engineering services for the Richard E. Guisti Heart Par Cours Park for a lump sum of $31,100; and approve the proposed Budget Amendment.  
2.CURRENT ACTIVITY
    
 The City of Oakland Park's voters by a vote of more than 2-1 approved a $40 million general obligation bond for the replacement and/or renovation of certain City-owned facilities and other improvements. On August 7, 2019, the City Commission approved moving forward with plans for the future library location to be at Collins Community Center area (City Park) and on September 9, 2019, the Commission approved the award of master planning services for City Park to Zyscovich Architects for the City Park area.  Part of the information that was incorporated, and considered, in the master plan was the continuity of all City properties directly surrounding the City Park site which includes both the future site for Fire Station 9, Stevens Field, and the Richard E. Guisti Heart Par Cours Park.

The Richard E. Guisti Heart Par Cours Park, located at 600 NE 38 Street, currently offers a one (1) mile long exercise path with workout stations. In an effort to create continuity within the City Park complex, the City Commission approved the submission of the 46th Year Community Development Block Grant (CDBG) on March 18, 2020. On July 2, 2020 the grant was awarded for improvements to the Richard E. Guisti Heart Par Cours Park. Additionally, on April 7, 2021, the City Commission approved the submission of the 47th Year Community Development Block Grant (CDBG) for the construction of additional amenities and improvements at Giusti Park. To meet the grant milestones and the ultimate deadline for completion, the City requested a proposal from Miller Legg & Associates, Inc. to provide necessary design services which includes a site survey and schematic designs for a possible dog park and parking improvements. 
3.FINANCIAL IMPACT
    
 

As shown in the attached Work Authorization, the total estimated cost for the Architectural and Engineering Services for Richard E. Giusti Heart Par Cours Park is $31,100. This is not included in the FY 2021 Adopted Budget.  Attached in Exhibit B is the proposed Budget Amendment to provide funding for the expenditure, as discussed above.

4.RECOMMENDATION
