Award of Bid for the Stunson Nature Trail Phase 2: Boardwalk and Viewing Platform

1.BACKGROUND/HISTORY
    
 

Issue Statement: The City seeks to make improvements to Stunson Nature Trail by constructing a new boardwalk and a viewing platform as part of Phase 2 of the project. The proposed improvements will enhance the walking experience at Stunson Nature Trail as well providing accessibility features.  The City released an invitiation-to-bid (ITB) and has reviewed the bids for the project.

 

Recommended Action: The City Commission find Segaris Corp. the most responsive and responsible bidder, approving a resolution to authorize the appropriate City officials to enter into a contract with Segaris Corp. in an amount not-to-exceed $101,250, providing approval and authority to expend a contingency of $20,250, and approving the proposed Budget Amendment for the project.

 

The original Stunson Nature Trail project was completed in April of 2018. The original project elements included multiple wetland areas, a walking trail, boardwalk over the wetlands, various education kiosks, significant landscaping, and irrigation. In September of 2018 additional landscaping was installed to create a landscape buffer around the perimeter of the nature trail.  

 

After the completion of the project in 2018, the City developed plans for  additional improvements, including a 5’ wide boardwalk, a 16’x 20’ viewing platform, additional plantings and irrigation system modifications. Design and construction plans were developed by Craven Thompson & Associates, Inc. (CTA).  A copy of the bid plans, showing the additional features is attached for reference as Exhibit C.

 

 

2.CURRENT ACTIVITY
    
 

Bids were advertised on March 10, 2021, a pre-bid conference was held on March 17, 2021, bids were opened on April 9, 2021 and the City received a total of four (4) bids.  Craven Thompson & Associates, Inc. (CTA), as the Engineer of Record, reviewed the proposals and is recommending award to the lowest responsive, responsible bidder, Sagaris Corp. Sagaris Corp’s bid was $101,248.49.  Sagaris Corp's references were contacted, and positive recommendations were received from said references. Sagaris has provided sufficient evidence to successfully complete public sector projects of similar size and scope as this project. Also, Segaris Corp received, signed and verified their understanding of Addendum No. 1 regarding the proposed timber piles and confirmed their ability to deliver the project per the submitted bid.

 

The bids were reviewed by CTA for conformance to the City’s bid requirements.  The lowest bidder, Segaris Corp., with a base bid of $101,248.49 was 17.0% higher than the Engineer’s estimate. Segaris Corp. provided sufficient evidence of completing at least three (3) past public sector projects of similar size and scope within the last five (5) years. The second-lowest bidder, Boromei Construction Inc., with a base bid of $ 122,554.00 was 41.5% higher than the Engineer’s estimate.

 

Staff is requesting approval and authority to expend a contingency of $20,249.70 for items not included in the contract that may be necessary throughout the construction of the project.

3.FINANCIAL IMPACT
    
 

Funds for the Stunson Nature Trail Project are not included in the City's FY21 Adopted Capital Improvement Program (CIP) Budget.  A proposed Budget Amendment is attached in Exhibit B to provide funding for the estimated cost of the boardwalk described above.  Based on the bid from Sagaris Corp., the contractor deemed most responsible and responsive, the estimated cost is $101,250.  A 20% provision for contingency of $20,250 is also being requested.  The project is funded through Broward Sheriff's Office vacancy credits and parks impact fees.

4.RECOMMENDATION
