A public hearing to consider an ordinance to amend the City of Oakland Park Code of Ordinances, Chapter 7 - Licenses and Business Regulations to update various fee requirements by transferring and adjusting the required fees from the text of the Municipal Code to a separate schedule to be adopted by resolution. |

| | | | | | | | 1. | BACKGROUND/HISTORY | | Issue Statement: In an effort to increase efficiency and create a more user-friendly approach, over the past year the City has been reviewing City fees and incorporating City fees into a Fee Schedule/Book. Staff is proposing to update Community and Economic Development Fees and is seeking to remove the current fees from City Ordinance and incorporate these into a comprehensive user friendly Fee Booklet of City Fees adopted via resolution.
Recommended Action: Staff recommends that the City Commission approve the attached Ordinance amending Chapter 7 - Licenses and Business Regulations, specifically Article I. - In General, Sections 7-4, 7-9, & 7-11; Article II. - Licenses, Sections 7-22 & 7-27; Article III. - Fire and Going-Out-Of-Business Sales, Division 2. – Permit, Section 7-55; Article VI. - Coin-Operated Devices, Section 7-107; Article VII. - Secondhand Dealers, Section 7-115; Article IX. - Psychic Consulting, Section 7-122; and Article X. - Sexually Oriented Businesses, Section 7-135 to incorporate the fees into a Fee Booklet to be adopted by Resolution.
The proposed fees will be presented along with Second Reading of the Ordinance.
Background: The Department of Community and Economic Development fees are located in various sections of the City's Code of Ordinance including Chapters 7, 8, 21, and 24. Each Chapter is required to be heard as a separate agenda item. This item proposes the amendment of Chapter 7. |

| | | | | | | | 2. | CURRENT ACTIVITY | | Staff proposes text amendments to several sections of the Municipal Code such that any fee or charge amount that has been specifically is to be replaced with a phrase stating that the 'fee amount is established by a Resolution adopted by City Commission.' A new fee schedule booklet is to instead be presented to City Commission for adoption by resolution, upon second reading of this ordinance. The effect is for fees to no longer be scattered in various sections of the Code of Ordinances and instead to be published in a comprehensive document for the public and staff to use. Fees will take effect immediately upon adoption of the new schedule. |
