SUBJECT: Public Emergency Medical Transportation Supplemental Payment Program – Letter of Agreement
1.BACKGROUND/HISTORY
    
 

Issue Statement: The State of Florida operates a Public Emergency Medical Transportation Supplemental Payment Program for local entities to receive federal supplemental funding for medical transports. 

 

Recommended Action: City Commission adopt a resolution authorizing the appropriate City officials to execute the proposed letter of agreement with the Florida Agency for Healthcare Administration to allow participation in the Public Emergency Medical Transportation Supplemental Payment Program.
2.CURRENT ACTIVITY
    
 

 This program allows participating cities, counties, and special districts to obtain federal funding to compensate for the cost of emergency medical transportation to Medicaid recipients that otherwise would not be paid in full. To receive federal supplemental payment for these costs, agencies must approve a letter of agreement to participate in the program and provide a local matching share through an “intergovernmental transfer” process.  Oakland Park’s local matching share amount would be $115,705.30 and it is estimated that the City would receive approximately $314,000 in federal funds.  This would provide a net benefit of approximately $198,000 in revenue.  The exact amount of supplemental payment will ultimately be determined as part of the reporting submitted to the State.

 

The Public Emergency Medical Transportation Supplemental Payment Program is a three-year-old program within Florida.  The proposed letter of agreement will allow Oakland Park to receive federal funding supplemental payments for certain qualifying emergency medical transports provided to Medicaid patients that would otherwise not be recoverable. An executed letter of agreement must be submitted to the State by October 1, 2021 to ensure the City is able to participate in the program.

3.FINANCIAL IMPACT
    
 

As stated in the proposed letter of agreement, the City’s required contribution is $115,705.30.  Staff have been advised that Oakland Park has been projected to receive $314,000 in federal funds.  This would provide a net benefit of approximately $198,000 in revenue.  The exact amount of supplemental payment will ultimately be determined as part of the reporting submitted to the State.

 

The cost of the required local contribution was not contemplated in the proposed FY 2022 budget but will be added to the Fire-Rescue Department budget via a budget amendment to be offered for Commission consideration after adopted of the FY 2022 budget.

4.RECOMMENDATION
    
 The City Commission adopt a resolution authorizing the appropriate City official to execute the proposed letter of agreement with the Florida Agency for Healthcare Administration to allow participation in the Public Emergency Medical Transportation Supplemental Payment Program.
