SUBJECT: Fire Hydrant Maintenance and Flow Testing
1.BACKGROUND/HISTORY
    
 

Issue Statement: The City of Oakland Park owns and maintains approximately 950 fire hydrants at various locations throughout the City. The primary function of the hydrants is for fire fighting, but hydrants are also ready ports for authorized uses around the City. The Public Works Department contracts for preventive maintenance, inspection, flow testing and painting services, in order to best assure the City's hydrants are in the ready, standby condition, and to document their fire flow capability.

 

Recommended ActionThe City Commission award a contract for Fire Hydrant Maintenance & Flow Testing to HYDROMAX USA (HUSA) in the amount not-to-exceed $48,450 a fiscal year, piggybacking Seminole County Invitation for Bids IFB-603974-20/CAR.

2.CURRENT ACTIVITY
    
 

HUSA previously performed fire hydrant testing and staff was very satisfied with the quality of the work performed. Given this vendor’s prior experience and familiarity with the City's water system, staff recommends contracting with this company to provide the same services in fiscal year 2022.  

 

While HUSA provided a proposal for a 5-year project, the annual testing cost is $48,450 using the same unit prices provided for in the Seminole County IFB-603974-20/CAR award.  

 

3.FINANCIAL IMPACT
    
 

Per the attached hydrant assessment quote from Hydromax USA and as mentioned above, the cost of the inspection, flow testing, painting and repair/or replacement of the City's fire hydrants is $48,450, based on the same unit price as provided for in the Seminole County IFB-603974-20/CAR award.  

 

Sufficient funds are included in the FY 22 Adopted Budget of the Water Division of the Water & Sewer Fund to provide funding for the services discussed in the foregoing.  

 

 The proposed expenditure is as follows:

4.RECOMMENDATION
    
 The City Commission adopt a resolution awarding a contract for Fire Hydrant Maintenance & Flow Testing to HYDROMAX USA (HUSA) in the amount not-to-exceed $48,450 a fiscal year, piggybacking Seminole County Invitation for Bids IFB-603974-20/CAR.
