Watermain Valves Exercising and Maintenance

1.BACKGROUND/HISTORY
    
 

Issue Statement: The City of Oakland Park owns and maintains approximately 4,000 water main valves at various locations throughout the City. The primary function of the water main valves is to be able to isolate sections of the system in case of a water main break. Exercising the valves to ensure proper operation is recommended every few years by Florida Department of Environment Protection (FDEP). In 2019, the Public Works Department contracted out for the preventive maintenance, inspection and exercising for approximately half of the City’s valves.  The remaining valves are to be serviced with this contract to best assure the City's water main valves are in the ready and in standby condition in accordance with the American Water Works Association (AWWA).

 

Recommended Action:  Staff recommends the approval of a contract with HYDROMAX USA for water main valve exercising and maintenance in the amount not-to-exceed $108,000 utlizing the current Seminole County contract No. IFB-603974-20 under the same terms and conditions. 

 

 

2.CURRENT ACTIVITY
    
 

HYDROMAX USA has previously performed fire hydrant testing, as well as, valve exercising, and staff are satisfied with the quality of their work performed. Staff recommends contracting with this company to conduct the main valve exercising and maintenance work, given this vendor’s prior experience and familiarity with the City's water system. In addition to performing maintenance and exercising, Hydromax will also perform GPS marking of each valve to update and verify the City's utility atlas. The contract also contemplates services relating to realigning and raising valve boxes as needed.

3.FINANCIAL IMPACT
    
 

Based on the attached quotation from Hydromax USA, the valve exercising and maintenance costs for FY22 are expected to be $107,056.50. Funds are available within the Water Division’s  FY22 Budget to cover the costs  for these services. The proposed expenditure is as follows:
