SUBJECT: Purchase of Solid Waste Carts with Rehrig Pacific Company
1.BACKGROUND/HISTORY
    
 

Issue Statement: As part of the solid waste services delivered by the Public Works Solid Waste Division, the Division is responsible for ordering, maintaining, and replacing solid waste (refuse and recycling) carts.

 

Since 2018, the City has purchased solid waste carts from Rehrig Pacific Company by participating in the US Communities (now OMNIA) cooperative contract, RFP-00254, awarded by lead agency Miami-Dade County. The contract term was five (5) years and it included an option to renew for one additional 5-year period. The initial 5-year term will expire October 31, 2021, and Miami-Dade County exercised its option to renew for one, final 5-year term beginning November 1, 2021 and ending October 31, 2026. 

 

Recommended ActionThe City Commission adopt a resolution approving use of the OMNIA cooperative contract #RFP-00254, issued by lead agency Miami-Dade County, with Rehrig Pacific Company to purchase solid waste (refuse and recycling) carts for the City in an amount not-to-exceed the budgeted availability within the Public Works Solid Waste Division.

 

 

2.CURRENT ACTIVITY
    
 

The following are the major provisions of the U.S. Communities solid waste cart contract which was procured under the provisions of the RFP-00254:


1.  The initial contract began October 5, 2016 and ends October 31, 2021, and includes an option to renew for one (1) additional 5-year period. 

2.  The current cost is $65.50 for a 95-gallon cart. The unit price includes the cart, Radio Frequency Identification (RFID) tag, assembly, and in-mold labeling, and pricing is subject to change each quarter.


3.  In accordance with Article 8, the quarterly price adjustment for carts shall be revised because of increases or decreases in resin per pound in accordance with the change in HDPE Resin for Large Buyer Contract Prices for Medium Quality Injection Molding as documented by the Chemical Data Monthly Petrochemical & Plastics Analysis Report.


4.  The refuse and recycling carts have a 10-year warranty against defects with full replacement of the unit during the entire warranty period.


5.  There is no contractual guarantee as to the quantity the City will order over the term of the contract.

3.FINANCIAL IMPACT
    
 

Sufficient funds are included in the FY22 Adopted Budget of the Solid Waste fund for the purchase of new carts. The number of carts purchased each year varies based on new residential/commercial developments and wear-and-tear to existing carts.   The proposed expenditure is as follows:

4.RECOMMENDATION
