SUBJECT: Purchase of Fire Department Medical Equipment
1.BACKGROUND/HISTORY
    
 

Issue Statement: The Fire Rescue Department has medical equipment that has reached end-of-life service and needs to be replaced. Specifically:

 

  • LIFEPAK 15 cardiac monitors/defibrillators & related accessories assigned for use in Fire-Rescue vehicles (8 units)
  • CR2 Automatic External Defibrillators (AEDs) for City buildings (10 units)
  • AED Trainers to provide realistic system for training in the use of CR2 units in City buildings (2 units)

 

Recommended Action: Staff recommends the City Commission adopt a resolution approving the purchase of the required replacement medical equipment from Stryker Medical in the amount of $310,880.97.  

 

This expense was contemplated during budget development and is included in the approved fiscal year 2021-2022 budget.

2.CURRENT ACTIVITY
    
 

The Fire Department has used the current medical equipment for 10-15 years and it has reached its end-of-life usefulness and can no longer be repaired. This required replacement was a planned expense and was contemplated during budget development and is included in the approved fiscal year 2021-2022 budget. The Fire Department determined that Stryker Medical was the sole source for this required medical equipment as it was the only equipment compatible with our existing medical equipment that this equipment interacts with. 

 

Staff worked with the vendor in order to trade-in our old equipment for a credit. The attached quote also provides for a trade-in credit of our existing medical equipment and provides a discount of $48,000.

3.FINANCIAL IMPACT
    
 

As shown in the attached quote from Stryker Medical, the cost of the required replacement Fire Department medical equipment is $310,880.97.   This replacement was contemplated in the budget development process and the funding of this replacement was approved in the 2021-2022 fiscal budget.  As noted in the Recommended Budget, the purchase of this equipment is funded from the issuance of a vehicle & equipment loan. The purchase was identified as a Business Plan Initiative supporting the City's Strategic Performance Area for Public Safety.
